Summary Project Outline (SPROUT) • Project Title: Workshop(s) on the Call for Action Towards the Ratification of the Maternity Protection Convention • Tentative Duration: Three days • Starting Date: May 2008 • Geographical Coverage: National and Provincial Level • Project Language: National language • Executing Organisation: National Centre & Women’s Department • Implementing Unit: Women’s Department • Preparation Date:Last week of May (tentative) • Author: ………………..

  3. Background and Justification • Socio-Economic Situation: Both Indonesia and Fiji have not ratified Convention 183 on Maternity Protection Women workers are currently inadequately protected under the labour laws for maternity protection. There is a need for reinforcement for implementation.

  4. Background and Justification • Problems: • Not all companies are implementing this convention. (Practise is different) • Lack of activities/limited awareness on this subject • Need of network/alliances with other unions, NGO’s, communities. • Lack of support of the National Executives

Background and Justification • Prior Activities: • International Women’s Day 2007 activities were on the same theme • Campaign on the Maternity Protection Kit • Ongoing Activities: • Three years programme on Gender Equality • Union policy on promoting women’s activities (at least 30% of the total training programmes per year for women)

  6. Background and Justification • Project Strategy: • Integrative part of the major programme • National campaign • Build Alliances • Include men as partners in this project/campaign

  7. Background and Justification • International Labour Standards (ILS) To Promote ratification of Convention of Maternity Protection 183

  8. Target Groups • Women Leaders (Committee) from all affiliates, at national and provincial level. • Inclusion of men leaders • Government Representatives Implementers: Women's Committee National centre Decision Makers: Women's Committee National Executives

Objectives • Long Term Objective: To promote the ratification of Convention 183 on Maternity Protection • Immediate Objectives: • At the end of the workshop, the National Centre and the Women’s Department will be able to establish and perform as a Working Committee on Maternity Protection. It will also undertake follow-up actions to submit the resolutions from the workshop to the government. • This Committee will engage in discussions and solidarity networking with other trade unions, NGO’s and community interest groups.

  10. Key Results • Immediate Objective 1: • Twenty females and males will be part of the Working Committee on Maternity Protection • The Committee will publish the Resolutions in English and national language as a Publicity Document to promote the campaign.

  11. Key Results • Immediate Objective 2: • The Committee will design and conduct the National/Provincial Campaign strategy and report to the National Centre.

Activities • Immediate Objectives 1: • Output 1: At the end of the national workshop, there will be 20 competent participants from National Level workshops on the provisions of the ILO Convention 183 and the Campaign Kit on Maternity Protection • Activity 1: To conduct three days workshop to promote the Convention 183 and the Campaign Kit on Maternity Protection Fiji: 1 National Level Indonesia: 1 National Level 3 District Level 4 Provincial Level

  13. Activities • Immediate Objectives 1: • Output 2: A National Resolutions Document in English and National Language • Activity 2: To lay-out, translate and publish the Resolutions Document

  14. Activities • Immediate Objectives 2: • Output 1: Increased awareness through media coverage and publicity Attracted government’s interest/attention • Activity 1 : To design the steps and the strategies of the National Campaign.

  16. Indicators of Achievement • For Immediate Objective 1: Output 1: There are 20 competent participants on the ILO Convention 183 and the Campaign Kit. Output 2: A Publicity document has been produced in English and National Languages (…….copies) 500 copies of the publicity leaflets, posters, 5 banners.

Evaluation • Evaluation of Workshop • Evaluation form to assess the whole process of the workshop at the end of the three days. • Extent of media publicity • Evaluation of Campaign • How many media covered the campaign? • How many media prioritised our campaign in their reporting? • How many other institutions showed support for the campaign? • Has the government responded (positively) ? • The number of participants in the overall campaign, has the target been reached and the objective achieved?
