MPAT A cadre of military planners ... • From nations with Asia-Pacific interests • Capable of rapidly augmenting a multinational force (MNF) headquarters (HQ) • Established to plan and execute coalition operations • In response to military operations other than war (MOOTW) / small scale contingencies (SSC)

A Multinational Program • Maintains a cadre of MNF planners: • skilled in common crisis action planning procedures • available to rapidly augment a CTF HQ during a crisis • Develops habitual relationships among MPAT cadre • Meets periodically to: • share information & develop CTF HQ procedures (MNF SOP) • practice CTF HQ activation, formation, & planning processes • Includes interested nations, International Organizations (IOs), Non-governmental Organizations (NGOs), & United Nations (UN) agencies MPAT PROGRAM BELONGS TO ALL INTERESTED NATIONS

MPAT TE 14 Overview • Host: Royal Cambodian Armed Forces • Co-Sponsors: Royal Cambodian Armed Forces; U.S. Pacific Command • Dates: 6-14 March 2008 Venue: Raffles Hotel Le Royal, Phnom Penh, Cambodia • Participants: (150 Total) • Royal Government of Cambodia • Royal Cambodia Armed Forces (50) • National Committee for Disaster Management and key ministry officials (20) • MPAT Nations (56 participants from 24 nations) • United Nations / International Humanitarian Community (10) • ASEAN Secretariat (2) • U.S. Pacific Command MPAT Secretariat and TE 14 Support (12)

MPAT TE 14 Objectives • Examine national, regional and international disaster management and emergency response and coordinating mechanisms and identify potential improvements • Identify potential improvements in national and international responses to a major natural disaster in Cambodia • Examine national and international supporting responses to a breakout of a potentially highly contagious influenza like illness and identify potential improvements • Test procedures of the Multinational Force Standing Operating Procedures (MNF SOP) and develop improvement recommendations

Cambodian TE 14 Objectives • Using Royal Government of Cambodia disaster management guidelines, conduct planning to respond to a major natural disaster in Cambodia • Build planning capabilities of the Royal Cambodian Armed Forces (RCAF) and other Royal Government of Cambodia agencies • Examine integration of regional and international disaster management and response mechanisms with national emergency response procedures and identify potential improvements

Phase III (10-13 Mar 08): Staff Planning Workshop • 10-13 March Syndicate Breakout: • Organize into syndicates • Review tasks and end-states • Develop plans / procedures to respond to scenario crisis • Identify issues / problems to be solved in order to develop plans / procedures • Ensure proper coordination / cooperation / information sharing with other syndicates • Complete designated end-state products • Scenario situation will be updated daily • Syndicates need to establish appropriate liaison with each other • Syndicate organization and tasks will be discussed in greater detail on 7 March.

Phase III (10-13 Mar 08): Staff Planning Workshop • Participants divided into four “Syndicates”: • Syndicate 1: • Participants: RCAF / RGC. • Task: Plan and conduct disaster response operations, including a possible infectious disease break out, during 10-13 March, before significant international assistance (including military forces arrive). • End state (final products) include: • RCAF: CONOPS for RCAF support to NCDM; CONOPS for multinational forces support • RGC (NCDM): Recommendations for input into NCDM, ministerial and provincial disaster response plans

Phase III (10-13 Mar 08): Staff Planning Workshop • Syndicate 2: • Participants: UN Country Team / International Humanitarian Community • Tasks: Assist the Royal Government of Cambodia and plan for significant expected international civil relief • End state (final products) include: • Cluster approach procedures for IHC to support UNCT • Support procedures to affected state • Recommendations for improved cooperation with MNF

Phase III (10-13 Mar 08): Staff Planning Workshop • Syndicate 3: • Participants: ASEAN Secretariat and ASEAN nation representatives. • Tasks: Plan for ASEAN nations support the RGC, utilizing the AHA Centre. Most of this assistance will not arrive during the 10-13 March period. • End State (final products) include: • Recommendations for AHA Centre organization, coordination with affected state and linkages with other supporting nations • Recommendations for SASOP input

  20. Phase III (10-13 Mar 08): Staff Planning Workshop • Syndicate 4: • Participants: MPAT nations. • Tasks: Plan for international military assistance to support the RGC. Most of this assistance will not arrive during the 10-13 March period. • End State (Final products) include: • Syndicate 4 (final products) include: • MNF plan to support RGC / RCAF • Recommendations to improve MNF SOP Multinational Coordination Center concept

  21. Phase III (14 Mar 08): Staff Planning Workshop • 14 March: Plenary Session • Each Syndicate will brief plenary on their final products • Panel Discussion: Similar panel as the one on 7 March will review same issues and discuss how this TE addressed the issues • After Action Review and Closing Ceremony
