Under-5 Deaths in the Philippines total under-5 deaths 42 / 1,000 live births before the child’s first birthday 30 / 1,000 live births before 28 days upon birth 17 / 1,000 live births 1 – 4 years old 12 / 1,000 live births (The combined number of neonatal and post-neonatal deaths is almost thrice the number of deaths among 1 – 4 years old)

  3. Causes of Under-5 Deaths, Philippines mainly by NEONATAL-RELATED FACTORS PNEUMONIA DIARRHEA some by INJURIES MEASLES but UNDERNUTRITION accounts for more than half of all child deaths

  4. Other Predisposing Factors POOR NOURISHMENT OF MOTHERS HIGH FERTILITY (leading to unwanted pregnancies, among others) SHORT BIRTH INTERVALS INADEQUATE PRENATAL SERVICES UNSAFE DELIVERIES INSUFFICIENT NEWBORN CARE INAPPROPRIATE INFANT AND CHILD FEEDING POOR ACCESS TO SAFE WATER / SANITATION

Other Fundamental Causes Low government spending for health (both national and local levels) Poor Enforcement of laws and policies that support child health (e.g. Rooming-In and Breastfeeding Act, Milk Code, Philippine Food Fortification Law, Newborn Screening Act) Diminishing health human resources Local health delivery system that is fragmented

  7. The Need Strengthen CHILD SURVIVAL in the Philippines

  8. Guided by the principles of UPHOLDING THE RIGHTS OF CHILDREN BUILDING ON EXISTING PROGRAMS FOR UNIFIED RESPONSE MULTI-SECTORAL COLLABORATION INTEGRATION SUSTAINABILITY LOCALIZATION EQUITY OPTIMIZING LINKAGE WITH MATERNAL CARE

  9. Goal #1 Reduce the under-5 mortality rate by two-thirds from 80 / 1000 live births in 1993 to 26.7 live births by 2015 (Millennium Development Goal 4)

  10. Goal #2 Institutionalize the 8 Child Survival Interventions in all local government units by 2015

  11. The 8 Child Survival Interventions 1. Skilled attendance during pregnancy, delivery and immediate postpartum 2. Care of the newborn 3. Breastfeeding and complementary feeding 4. Micronutrient supplementation and deworming 5. Immunization of children and mothers 6. Integrated management of sick children 7. Child injury prevention and control 8. Birth Spacing

  12. The Entry Point GARANTISADONG PAMBATA (an institutionalized Preschoolers Health Campaign nationwide where a package of health services and relevant health information is delivered twice a year to under-5 year old children)

  13. GP Objectives To promote the 8 Child Survival Interventions to local government executives for their continued and sustained delivery of under-5 child health services. To provide Vitamin A and deworming drugs to under-5 year old children nationwide in the scheduled Garantisadong Pambata week in April and October. To provide an “Information Checklist of the 8 Child Survival Interventions” as a child care reference to mothers of under-5 children. (Translate into Tagalog, Cebuano and Ilocano.)

  14. Communication Handle KIDS CAN’T WAIT

  15. GP Activities Publish an advocacy/information kit for LGEs outlining the 8 Child Survival Interventions that they have to deliver and maintain for their constituents. Publish an advocacy/information leaflet for mothers of under-5 year old children containing simple messages/ checklist that they have to know about child survival. Give vitamin A and deworming drugs, routine immunization to specific age group nationwide plus breastfeeding information to lactating mothers.

  16. GP Activities Hold a press conference to be attended by DOH Execom together with some LGEs to promote the 8 Child Survival Interventions. Encourage CHDs to do localized activities to promote the 8 Child Survival Interventions.
