Capital Investment Grants (Section 5309) • Distributed among 3 capital investment programs: • New Starts & Small Starts • Fixed-Guideway Modernization (Formula) – Apportionment factors based on miles, service, etc. • Bus and Bus Facilities (Discretionary) – purchase buses, equipment & facilities • Funds can be used for up to 80% of cost (up to 90% of equipment required by ADA)

  8. Urbanized Area Formula Grants (Section 5307) • Provides capital (80%) and operating assistance (50%) for urbanized areas (operating assistance only for populations under 200,000) • Formula for distribution based on series of hierarchical tiers • Includes Growing State & High Density States Formula apportionments • Several “takedowns” are administered before allocation through formulas

  9. Other Federal Programs • Job Access & Reverse Commute • Formula with some discretionary funds • Available for low-income job access services and reverse commute services (e.g., Verona) • New Freedom Program • Formula apportionment • New paratransit services beyond ADA
