SUMMARY EXISTING INSTRUMENTS TO SUPPORT INNOVATION AND ECOINNOVATIONIN ANDALUCÍA:INITIAL R&D STAGES The role of Regional Government In 2004 the Regional Government of Andalusia unified the policies of Research and Development, University and Enterprise, Information Technologies and Information Society jointly with technological policy: Creation of a new Regional Ministry of Innovation, Science and Enterprise Regional Ministry of Environment: implementation of environmental policy and responsibility for the integration of environmental considerations in all sectorial policies (E-crein Nework, as an example). SUMMARY EXISTING INSTRUMENTS TO SUPPORT INNOVATION AND ECOINNOVATIONIN ANDALUCÍA:INITIAL R&D STAGES From European Union Common to all Members States Following the review by the European Council in 2005, Lisbon process maintain the general aim in R&D at 3% of the GDP. The National Reform Programme of Spain 2007-2013 aims to double investment in R&D reaching the 2% of the GDP by 2010. Main strategic actions (initial R&D stages related to eco-innovations) 7th Framework Programme (7FP) – Budget for the period 2007-2013 totals 50,500 Meuro, of which the “Environmental Programme” has a planned allocation of 1,800 Meuro. Environmental Technologies Action Plan (ETAP) R&D POLICIES WITH AN IMPACT IN ANDALUSIA

SUMMARY EXISTING INSTRUMENTS TO SUPPORT INNOVATION AND ECOINNOVATIONIN ANDALUCÍA:INITIAL R&D STAGES From European Union Structural and Cohesion Funds National Strategic Reference Framework (MENR) 2007-2013 • Sets the guidelines that will govern the use in Spain of the UE Structural and Cohesion Funds. • Financial forecast allocates Spain a total of 35,217 Meuro • Priority 1”R&D&I and IS” for convergence and phasing-out regions totals 3,396 Meuro • Priority 2 “Business development and innovation” for the same regions in Spain totals 2,203 Meuro MENR of Spain expressly mentions that R&D activities aimed at fostering eco-innovations are configured as vital elements to ensure sustainable development through effective application of new techniques and technologies that are more environmentally friendly Priority 2 also proposes making the most of ecological innovation R&D POLICIES WITH AN IMPACT IN ANDALUSIA

SUMMARY EXISTING INSTRUMENTS TO SUPPORT INNOVATION AND ECOINNOVATIONIN ANDALUCÍA:INITIAL R&D STAGES From European Union Structural and Cohesion Funds Technological Fund devoted to R&D&I for and by enterprises Exceptional instrument for Spain to eliminate the technological gap with Europe This Fund will be managed through a single Operating Programme with initial financial allocation of 2,000 Meuro. Approximately 800 Meuros are scheduled for Andalusia. One of the specific actions of Technological Fund is the promotion of eco-innovations R&D POLICIES WITH AN IMPACT IN ANDALUSIA

SUMMARY EXISTING INSTRUMENTS TO SUPPORT INNOVATION AND ECOINNOVATIONIN ANDALUCÍA:INITIAL R&D STAGES Regional Government of Andalusia: R&D and ENV strategic lines • PIMA agreement: • February 2006, Ministry of Innovation, Science and Enterprise and Ministry of the Environment signed an specific Framework agreement for the integration of the environmental policy and the energy and scientific-technology policy. Lines of cooperation: • Preparation of environmentally friendly measures • Guaranteeing quality of the energy supply • Definition of common research centres of excellence • Business development and innovation • e-environment “ECO-INNOVATION” Task Force was set up on 22th nov 2006, as a part of PIMA Agreement R&D POLICIES WITH AN IMPACT IN ANDALUSIA

SUMMARY EXISTING INSTRUMENTS TO SUPPORT INNOVATION AND ECOINNOVATIONIN ANDALUCÍA:INITIAL R&D STAGES Regional Government of Andalusia: R&D and ENV strategic lines • 2007-2013 Andalusian Research, Development and Innovation Plan (PAIDI) • Key instrument for the implementation of the Andalusia R&D policy. • PAIDI embodies the unification of research policies and the technological development and innovation policies. • It entails an investment in excess of 25,400 Meuro, of which more than 9,000 Meuro is provided by Regional Government R&D POLICIES WITH AN IMPACT IN ANDALUSIA

INVENTORY MAIN FINANCIAL AND ECONOMIC INSTRUMENTS FOR INNOVATION AND ECO-INNOVATION IN ANDALUSIA TheInventory is based in a documentary analysis of the approved regulations within the current (national and regional) R&D support famework. The information obtained through this research has been entered into a database, and all the regulations identified have been classified and ranked in accordance with the following criteria

Highly important co-financing of European funds (ERDF, European Agricultural Guidance and Guarantee Fund). Source of funds

Integration of the environment There are few instruments specifically targeted at the initial stages such as “entrepreneurs”, “spin-offs” and “business nurseries”. Specifically, there are: 5 instruments for “Micro-companies”, 1 for “business nurseries”, 1 for “spin-offs” and 1 for “entrepreneurs”. Stage of business cycle supported

MAIN CONCLUSIONS DERIVED FROM PRE-ANDALUSIA All the stakeholders represented at PRE agreed on Difficulty to obtain precise knowledge on the existing promotion instruments Difficulty to manage the large amount of information Even some of the leading firms represented at the platform did not know almost 50% of the instruments included in the regional inventory Administrative management becomes an additional burden

  34. MAIN CONCLUSIONS DERIVED FROM PRE-ANDALUSIA Our needs… To reinforce the dissemination of information by public administrations and private agents, such as business associations. To coordinate and simplify information mechanisms, as well as to increase the resources allocated to information and dissemination of existing instruments. With regards to these barriers and difficulties, PRE-ANDALUCIA members point out that an important achievement would be: establishing a visible and clearly defined agent to be addressed for all questions on instruments and proceeding

MAIN CONCLUSIONS DERIVED FROM PRE-ANDALUSIA Firms represented at PRE declared that: Instruments or economic resources allocated to the experimentation and pilot plant construction stages are insufficient (from a business perspective the instruments supporting just the initial innovation and development stages are not sufficient) Signals in prices by means of economic grants or subsidies are still necessary
