  2. Recruit Assessment Program History of Systems at Great Lakes: • Recruit health questionnaire (SHIP) since 1995 • Most comprehensive medical in-processing in DoD

Recruit Assessment Program History of Systems at Great Lakes: • SHIP-Sailors Health Inventory Program • 193 questions • Responses used for input to other systems • Medical condition and allergy screening • Data sent to Naval Health Research Center • “Bubble Sheet” paper based • RAP questions initially based on SHIP

  4. Recruit Assessment Program RAP Technical Evaluation in 2001 Included: • Hardware • Software • Database Connectivity • Integration Issues • Operational Issues

  5. Recruit Assessment Program Hardware • Basically off the shelf desktop computers • High speed Kodak and Fujitsu scanners • High speed SCSI connectors

  6. Recruit Assessment Program Software: • Cardiff Teleform Elite Version 7 • Design • Recognition • Verification • Windows NT Operating System • Access • SQL Server

  7. Recruit Assessment Program Database Connectivity • Tested with Access and SQL Server • Overall good connectivity

  8. Recruit Assessment Program Integration Issues • Software and Hardware tested compatible with common systems • Database connectivity allows integration of data in many formats

  9. Recruit Assessment Program Operational Issues • Similar to SHIP process • Slower than SHIP • Up to 6 hours to process 2 divisions of 100 • SHIP takes 3 to 4 hours processing • Data quality in return • Requires fairly extensive training

  13. Recruit Assessment Program Great Lakes Palm Initiative • Currently testing use of Palm Pilot for Questionnaire Administration • Processing time reduced to minutes versus hours • Great promise-expect local implementation

Recruit Assessment Program Conclusions • Questionnaire content acceptable • Continued use of paper scanning not an acceptable technology for Great Lakes • An isolated application would adversely affect acceptability • Recommend that RAP be a set of data requirements to report, but decision on how to implement be left up to individual sites
