Next, envelopes marked “Substitution” shall be opened and read out and exchanged with the corresponding bid being substituted, and the substituted bid shall not be opened, but returned to the Bidder. Envelopes marked “Modification” shall be opened and read out with the corresponding bid. Only envelopes that are opened and read out at bid opening shall be considered further.All other envelopes shall be opened one at a time, reading out: the name of the Bidder; the Bid Price;
