Grand pronouncements of ‘universality’ & ‘indivisibility’ of rights; of rights inhering in ‘all’, ‘everybody’ and ‘everyone’; mask the reality that states may legitimately differentiate in the protection of rights between citizens and residents on the one hand and asylum seekers on the other.
