  1. Steps for Preparation of Marked Copies of Electoral Roll BANKURA

  2. 5 (five) Marked Copies and 2 (two) working copies are to be prepared for polling purpose. 01 The distribution of Electoral Rolls for each Polling Station are as follows :- 02 • Presiding Officer – 1(one) Working Copy. • 1st Polling Officer – 1 (one) Marked Copy. • 2nd Polling Officer – 1 (one) Marked Copy. • 3rd Polling Officer – 1 (one) Marked Copy. • Reserve copy (PRO) for poll day – 1 (one) Marked Copy. • Panchayat Returning Officer – 1(one) additional Marked Copy and 1(one) additional Working Copy to be retained for use in the event of Re-Poll ( if any).

  3. Hence 3 (three) Marked Copies and 1(one) working copy are to be handed over to the presiding officer for using at the Polling Station and 2(two) marked copies and 1(one) Working Copy are to be kept at PRO’s end.

  4. The sequence of the pages of the Electoral Roll should be arranged as follows :- 03 • Check Memo • Top sheet for Panchayat General • Election,2013 • Top sheet of supplement (1st) • Top sheet of Mother Roll • Mother Roll • Last Page of Mother Roll • Supplement (1) • Last Page of Supplement

  5. The distribution of the 22 (twenty two) sets of Electoral Rolls, kept at the end of Block offices, may be as follows :- 04 • 1 (one) set for nomination purpose to be used at the end of Sub-Divisional Office & 1 (one) set for nomination purpose to be used at the end of BDO office (Copy of roll which has been displayed during publication of Panchayat Electoral Roll is to be used for this purpose). • 12 (twelve) sets for delivering to the contesting candidates of the recognized Political Parties i.e. @ 4 for each tier (relevant portion for the concerned Constituency). [BDOs are being requested to handover 4(four) sets of Panchayat Electoral Roll to concerned Sub-Divisional Officers for issuing to the contesting candidates of ZillaParishad tier] • 7 (seven) sets to be used for polling purpose (at the end of Block level). • 2 (two) sets are to be kept as reserve (at the end of Block level).

  6. 3 types of entries are to be made in the Marked and Working Copies of the Electoral Rolls. The following 2 (two) types of entries are to be made before the ED vote :- 05 a. For Deletion In case of exclusion / deletion, an asterex (*) mark should be assigned by hand against the entry relating to the name of the Elector concerned in the Mother Roll whose name has been deleted in the supplement. Such asterex (*) mark should be assigned in the blank space existing between the particulars of an Elector and his Photo Image by using RED Ink. All such asterex (*) mark should be authenticated by the APERO with seal and short signature.

  7. 3 types of entries are to be made in the Marked and Working Copies of the Electoral Rolls. The following 2 (two) types of entries are to be made before the ED vote :- 05 b. For Correction A hash (#) mark should be assigned against the name of the Elector in the Mother Roll whose name is reflected in the correction list of the supplement. Such hash (#) mark should be assigned in the blank space existing between the particulars of an Elector and his Photo Image by using RED Ink. All such hash (#) mark should be authenticated by the APERO with seal and short signature. It should be kept in mind that the correction of particulars of the Elector need not be done in the Mother Roll and only assignment hash (#) mark will be sufficient.

  8. 05 The following entry is to be made after completion of ED vote :- c. For ED Vote The Electors who have cast ED vote within the stipulated period at the office of the Panchayat Returning Officer, their names are to be underlined and the letter ED is to be written in the blank space provided in between the particulars of the Elector and his Photo Image by using RED ink. All such ED marks are to be authenticated by the APERO with his seal and short signature.

  9. Polling Stations having more than 1200 Electors are to be provided with Auxiliary Polling station. Hence 2 (two) sets of roll are to be prepared separately following the above guidelines, 1 for the Main Polling Station and the other for the Auxiliary Polling Station. While preparing the Electoral Roll for the Main / Auxiliary Polling Booth, the irrelevant sections given in the Top Sheet as well as the names of the Electors belonging to those sections are to be struck off and to be duly authenticated by the concerned APERO. Additional care should be taken for preparing the Marked copy of Electoral Roll in respect to the Polling Stations having Auxiliary Booths. 06

  10. The check slips are to be affixed on each part of the 7 (seven) copies of the Electoral Roll to be used for Polling purpose and to be authenticated by the concerned APERO. 07 In all the above cases of marking for Deletion, Correction and ED Votes against the entries of the Electors as well as for striking of the sections for preparation of the Electoral Roll for Main / Auxiliary Booths, RED INK is to be used. 08 Rubber Stamps inscribed with “Marked Copy” and “Working Copy” are to be prepared from the end of Block offices as per requirement. 09

  11. The seven no of sets which will be prepared for poll will be properly marked as “Marked Copy” and “Working Copy” as per specification stated above. 10 A cell at the Block Level under the supervision of 1(one) competent officer should be entrusted for the preparation of the Electoral Rolls. 11 The relevant portions of the West Bengal Panchayat Act 2003, The West Bengal Panchayat Elections Rules 2006, Hand Book for the Returning Officer and other orders in this regard should be followed. 12

Schedule of Work at a Glance • Manual marking for deletion / modification of 07 sets to be completed by :— 25/06/2013 • 02 sets by – 07/06/2013 • 04 sets by – 14/06/2013 • 06 sets by – 21/06/2013 • 07 sets by – 25/06/2013 • (b) ED vote marking to be completed by • 29/06/2013 • Marking to be made on daily basis during the days of ED Vote.

  13. Schedule of Work at a Glance (c) Bagging of Rolls to be completed by :— 30/06/2013 (d) Handing over to the Pr.O at DC:— 01.07.2013 (e) Conduct of Election:— 02.07.2013 A line of confirmation regarding the compliance should be given at every scheduled date

Sample Letter for Supplying of Panchayet Electoral Roll To, Shri / Smt. ______________________________ Contesting Candidate of ___________________ ZP / PS / GP Constituency Subject : – Supply of Panchayat Electoral Roll. Enclosed herewith please find one set of Panchayat Electoral Roll for the Constituency as stated above for taking necessary action : – In this connection, it is apprised that the adopted Roll w.r.t. 01-01-2013 as published on 18-03-2013 is consisting of Mother Roll + 1st Supplement. Accordingly, the marked / working copy of Roll are being prepared for conduct of Election scheduled to be held on 02-07-2013 after incorporating the deletion / modification with the corresponding Sl. No. in the Mother Roll as per publication in 1st Supplement. Considering above, you are requested to mark in the copy of Roll provided to you accordingly.
