What is ROVER • ROVER: FEMA’s fast, free, mobile software for governments and private-sector building owners • Pre- and post-earthquake building safety assessments • Implements FEMA 154 and ATC-20 • Platform independent: works on iPad, iPhone, Android, Blackberry… • Integrates with ShakeCast, HAZUS-MH for real-time seismic monitoring & risk analysis • Extensively tested

ROVER Uses and Benefits • Built-in database • Emulates original pen and paper worksheet • Can add seismic data to an existing inventory database • Inventories can used for enforcement of seismic ordinances such as arequirement to anchor roofs at the time of re-roofing. • Inventories can be used with HAZUS

  6. 3 Ways to Enter Field Data Via Web browser on smartphone or tablet with an active data connection. Here: Android (3.2) tablet. iPhone, iPadBlackberry, Android phone also work Windows Mobile app. No Internet connection required. Sync with server later. Windows ROVER Server on PC. No Internet connection required.Sync with other servers later. OR OR Obsolete hardware, though works

ROVER Web Client Pre-Earthquake • Use any web-connected smartphone or tablet – must have Internet access in field • Developers have tested Android 3+ tablets & smartphones, Blackberry, and iPad, but others work • Capabilities vary among OS and browsers • iPhone, iPad, and Android 2.x may lack direct access to GPS & camera

  8. Start ROVER (These screenshots are from an Android 3.2 tablet) • Start Web browser

  9. Enter Server URL in Browser • Ask your admin for your server’s URL

  10. Select Pre-Earthquake Survey • Tap “Select FEMA 154 (pre-earthquake)”

  11. Login • Get username and password from admin • Tap “login”

  12. View Sites • Tap “View list of active sites and their worksheets” for sites already in database

  13. Create Site • Tap “Add new site” for site not already in database

  14. Create Site • Enter building name, address, area, year • Tap “Submit”

  15. Add Inspection • Scroll down to the new site • Tap “New WS”

  16. Calculate Location • Tap “Calculate Location.” Lat-lon added automatically. (Varies by OS & browser!)

  17. Add Sketch or Satellite Image from a jpeg • Tap “Choose file.” Browser prompts for file location. Choose “Gallery.”

  18. Add sketch or satellite image from a jpeg • Tap a jpeg previously saved from an external drawing program or Google Earth screenshot

  19. Add Optional Caption

  20. Add Photo • Tap “Choose file”

  21. Add Photo • Browser prompts for photo location. Choose “Camera” to take photo.

  24. Add Occupancy & Soil • Tap occupancy class, select # of persons • Tap “Calculate soil type from location” or select NEHRP site class from drop-down Works in the US. User should confirm ROVER’s estimate of soil type, especially for buildings with score near 2.0.

  25. Calculate Site Hazard • Tap “Calculate Ss and Modifier Set from Location” to get site-specific hazard info

  26. Scoring • Tap checkboxes of possible model building types & modifiers observed • ROVER calculates scores

  27. Scoring • ROVER calculates S, checks “Detailed Eval Required” if S < 2 • Optionally change “Detailed Eval Required” checkbox

  30. Other things ROVER can do • Post-earthquake (ATC-20) safety evaluation using pre-earthquake data • Work with ShakeCast ROVER edition to monitor buildings, estimate tag colors • Export to HAZUS-MH
