Solutions for Animal Identification: The Northwest Pilot Project

The Northwest Pilot Project (NWPP) aims to enhance animal identification systems across various livestock sectors, including beef, dairy, sheep, and bison. Launched in 2004 with USDA funding, NWPP involves collaborative efforts from cattle associations, state agriculture departments, veterinarians, and universities. The initiative focuses on establishing effective tracking methods to ensure 48-hour traceability for livestock. Participants will engage in identifying livestock through various methods, facilitating recordkeeping and reporting to improve the National Animal Identification System (NAIS) and ensure responsiveness to industry needs.

NWPP Major Milestones • March 2004: Cattle associations visit with Bill Hawks and Keith Collins of the USDA • July 2004: Submitted grant application to USDA for NAIS pilot project funding. • August 2004: NWPP selected as one of 29 projects to receive federal grant monies. • November 2004: Project kickoff and is funded by USDA

  3. Idaho Cattle Association Regional Partners • The industry coalition includes: • Beef, dairy, sheep & bison industries • State departments of agriculture & vets • Brand boards • WSU & UC Davis testing labs • University Extensions • Alberta Cattle Associations

  4. Regional Objectives • Producer driven project & solutions • Shape NAIS through hands-on trials • Test multiple ID processes

Regional Objectives • Track livestock: • across state and national borders, • from herd of origin through processing. • Provide auditable events to the NAIS database. • Populate & test state premise ID systems using common definition across states. • Associations provide outreach and education.

  6. Goals of the NWPP • Help USDA refine the NAIS to be workable, reasonable, and practical. • Meet USDA’s goal of 48-hour traceability.

  7. Production Scenarios • Beef & Bison: 22,600 head • Dairy: 3,300 head • Sheep: 1,100 head Estimated Enrollment of All Species = 27,000 hd

Producer Participant Criteria • Enroll between 100 – 200 head of livestock. • High probability that livestock will stay in region. • Will target 75% “tag retired” success rate. • Attempt to track 25% “fallout” & reasons for fallout. • Will cover initial hardware & implementation costs. • Reimbursed $0.75 per event per animal, or • Reimbursed $40 per group per event

  9. Producer Participant Criteria • Willing to participate in extra recordkeeping. • Agree to have cattle movement records open for review. • Willing to enter movement data via internet system. • Willing to have name released as a participant.

Participant chooses how to identify their animals: • Brand only (Group Lot) • Visual tag (Individual ID) • Electronic ID (EID) (Individual ID) • Visual tag & EID (Individual ID) • Other technologies (Group or Ind. ID)

  24. The NWPP The NWPP will work to influence the NAIS to develop a positive solution that is workable, reasonable, functional, and cost effective for the producers in the Northwest.
