Strategies for Developing Solar Market • Identify appropriate residential roofs using aerial photographs. • Using the photographs, generate a list of potential residential PV projects. • This list could be shared with solar contractors. • Install reasonably large size systems on LIPA / Keyspan facilities.

  38. Strategies for Developing Solar Market • (3) Identify commercial buildings in high load density areas. Make this information available to manufacturers to suitably develop incentives (rebates, financial packages, etc.) • (4) Examine the possibility of developing utility scale PV systems in large parking lots such as those at Jones Beach. • (5) Encourage developers and builders to include PV systems and energy conservation measures in new projects.

  39. Strategies for Developing Solar Market • (6) Encourage every household to use energy saver light bulbs. • (7) Examine the possibility of charging an additional amount for each KWh consumed. This amount could be channeled to a separate fund for solar applications: • commercial KWh for commercial funds • residential KWh for residential funds

  40. Strategies for Developing Solar Market • (8) Standardize design to a 1 KW or 2 KW system and develop a kit. • (9) Offer financing to home owners for PV installations. Amortize the loan over a 6 to 8 year period and include the monthly loan payment in the LIPA bill. • (10) Develop solar projects for school buildings and municipal buildings with subsidy similar to NYSERDA programs.
