PANPHA is not just a nursing home association but a statewide continuum association representing 320 members. Our mission focuses on grassroots advocacy to shape the future of senior services in Pennsylvania. We emphasize the importance of policy participation, stressing that laws greatly impact our mission. Through both insider meetings and grassroots efforts, including local visits and coalition building, we engage constituents to influence legislators. Everyone plays a role—from board members and staff to residents and families—in advocating for impactful change in senior care services.

Advocacy? Us? • ‘Policy’ impacts your mission • Much of what goes on here every day is determined by laws and regulations • Policy gets made with or without you: If you don’t participate in making policy, who does that leave?
Not Just for ‘Hired Help’ - Legislators much more responsive to their constituents than to ‘hired guns’
‘Inside’ and ‘Outside’ Game • Inside • PANPHA staff & contract lobbyist meetings with lawmakers and staff • Analysis and information to committees and legislative offices • Testimony before committees • Negotiating with policymakers and other lobbying interests • Capitol-based media activities • Outside (“grassroots”) • Local visits by constituents • Letter-writing campaigns • Coalition building • Local media activities (editorial boards, localized stories, letters to editor, etc)

Personal Care Home Regs • New Regulations went into effect Oct. 24, 2005. • PANPHA was only state Association to openly oppose the regulations. • Provider lawsuit successful in gaining temporary injunction of several provisions.
