Introduction • Transition to Post OIF/OEF Marine Corps: • Significant changes • Reduced OpTempo and resources, more time in garrison • Significant challenges • Shift in mindset • Shift in leadership requirements • Spike in “Bad Behavior” • Drugs, DUI, DV, crimes, injuries, suicide, lost/damaged gear, etc… • Officer misconduct • Why? • How to attack this and fix it? • Your role? My role? • But first, do we actually have a problem?

Perspective • Times change • “Old” Corps (80s-90s): ‘slow’ optempo • No combat experience, single threat • No cell phones, no Internet • Old gear, lots of maintenance, lots of inspections • “Post 9/11” Corps: ‘intense’ optempo • Incredible combat experience, many threats • Increasingly “connected” • Unlimited resources, less oversight • “New” Corps (Post-OIF/OEF): ??? • Amphib Ops, Focus on PACOM: TSC • Reduced resources • “New normal??”
