Introductory Comments • Golden triangle of Policy, Legislation and Financing needs to be balanced for all types of learning • Caution to be exercised so that shift of financing responsibilities from institutions to individuals does not lead to privatisation of learning, leading to the violation of right to education. The concept of Public Private Partnership should also be unpacked with proper care. • Focus on the learning process and learner does not imply that only learner is responsible for creating learning opportunities and govt. is exempt from providing these to the citizens • International aid architecture needs to be factored in while considering financing of LLL • Commitment of CONFINTEA VI for 6% of GNP to education and ‘increasing share’ to adult education needs to be realized for ensuring LLL

Scope of The Presentations • Excellent overview of cost sharing mechanism at district and sub-district level in China • 3% of learning cost borne by the learner • Concept of Lifelong learning in Philippines and financing mechanisms • 1% property tax going to special education fund • Financing of Lifelong Learning from an economistic viewpoint and within human capital framework • Benefits of LLL need to be assessed while investing in it

Recommendations • Models of cost sharing among government, individuals and organizations need to be specific to the context. • Life long learning shouldn’t be limited only to learning for productivity and economic growth. It should have a broader objective of letting people live the life they want to, with dignity and satisfaction. • South- South Cooperation, both technical and financial, needs to be considered and encouraged. • Sectors of LLL currently have unbalanced sources of funding. Vocational training tends to get lion’s share while basic literacy usually gets less than 1% of education budget. More balanced allocation needs to be in place.

  5. Recommendations • There seems to be more support available for on the job training than for individual aspirations for learning. This trend needs to be balanced. • Employers are gradually dominating the adult education field and not education institutes. Their respective roles need to be clarified to strike a balance. • A transition should be made from the focus on Education for All (FFA), a collection of six separate goals competing for attention and resources (with Goal 2 of UPE dominating), to the holistic concept of Life Long Learning.
