  1. AIDC Implementation in Hong Kong, China APAC/NAT AIDC TF/2 - AIDC Seminar Stanley Lau Ag. Senior Electronics Engineer Civil Aviation Department Hong Kong, China 23 July 2013

  2. Background • Hong Kong, China has put AIDC into operational use between HK and Sanya since Feb 2007. • Standalone system use real-time data from ATM System. • Further AIDC technical tests have been conducted with other ACCs such as Guangzhou, Zhangjiang, Taibei • HK and Taibei AIDC operation commenced on 16 Nov 2012. • Success in reduction of ATM personnel workload and elimination of human errors arising from voice communications via Inter Area Speech Circuit (IASC).

  3. Operation Efficiency • Using subset of core messages, namely, EST, ACP, LAM, LRMas well as TOC and AOC with Sanya recently (28 Mar 2013) out of the 13 core messages as agreed with counterparts in accordance with APAC AIDC ICD and ICAO ASBU B0-25. • Efficiency gained by utilizing AIDC is significant. e.g. in Dec 2012, about 29,000 transactions (HK-Sanya and HK-Taibei) were completed, representing the equivalent number of IASC calls were saved. Less than 6% of transactionsreverted to voice, including missing flight plans, late/fail AFTN transmissions as well as operation needs. • Expecting more extensive AIDC usage in new ATMS.

  4. Implementation Issues • Different versions of AIDC messages and Cyclic Redundancy Check (CRC) initial values (Xmodem, Kermit, 0xffff and 0x1d0f) being utilized, AIDC partners require to indicate which ICD version and CRC initial values during technical testing. • LRM and error code/messages feedback from counterparts needed to be captured in the Problem Message Queue (PMQ) of the ATM System and require prompt response to the counterparts e.g. voice coordination. • AFTN and subsequent ATN network with inherent network latency, circuit diversion/re-route or system maintenance of the network that will affect the timeliness of AIDC messages, which are considered as time- and mission-critical.
