Review of ERCOT system outages, SCR745 & SCR748 status, proposed TDTWG NAESB EDM v.1.6 changes for LSE files, SCR750 discussion, 2008 accomplishments, and ERCOT status and recommendations.

TDTWG Update to RMS Wednesday December 10, 2008
Primary Activities • Reviewed ERCOT System Outages and failures • Reviewed current status of SCR745 and SCR748 • Reviewed proposed changes to the TDTWG NAESB EDM v 1.6 Implementation Guide to add the file naming conventions for Transport of .LSE file from TDSPs to ERCOT • Discussed SCR750 and feedback • Discussed possible review of Qrtly Market Metrics reports at TDTWG depending on MMWG recommendation to RMS • Created list of 2008 Acomplishments for RMS
#1 1. Continued working with the ERCOT Manager of Operations to address each system incident. Christian Brennan reviewed the summary and detail pages of the incident log. No significant questions were raised. Christian indicated that a full test of the Disaster Recovery system is scheduled to be tested in 2009 (related to incident of 10/30/08).
#2 2. Review current status of SCR745 and SCR748. The closing of SCR745 project was discussed. Based on significant reduction of outages since part of the project was implemented and that the remaining software item to be addressed would not occur due to probable replacement by newer technology, TDTWG concurred that the project should be closed. Because closing of project will need to be approved by the ERCOT board, Jesse Cline will draft comments recommending the closing of SCR745 project. (also see slide 9 for ERCOT summary of why project should be closed) Kevin Tanner reported that SCR748 project went live November 13 and stabilization is complete. A issue with automated emails notifying the market of unplanned outages was resolved. Automated emails will occur for next unplanned outage.
#3 3. Reviewed proposed changes to the TDTWG NAESB EDM v 1.6 Implementation Guidefor Transport of .LSE file from TDSPs to ERCOT. Dave Farley reviewed and discussed the updates to the GUIDE that he had prepared. A few suggestions were made that Dave will incorporate. Any MP with feedback should send those to TDTWG mail serve. The draft document update is posted on the TDTWG 12/3 meeting webpage.
#4 4. Discuss Proposed changes to SCR750. Kyle Miller indicated that although initial findings from Centerpoint’s testing of IE 7.n with ERCOT applications were successful; there were still some problems. So he recommended we proceed with SCR750. Dave Farley reminded attendees that ERCOT research of what browsers are being used to access ERCOT systems. By far is IE, 90+%, a few with FireFox, and very little else. Dave discussed with TDTWG attendees that identifying IE and a few (1-2 or 3) browers that 99% of MPs use and establishing a timeline (e.g. 6 months following final release of specified browsers) to make sure these work between ERCOT / MPs would be a better approach for SCR750 than indicating a specific version of IE. TDTWG concurred that this would be a better approach. Dave agreed to formulate a comment for SCR750 suggesting this approach.
#5 5. Discussed possible review of Qrtly Market Metrics reports at TDTWG depending on MMWG recommendation to RMS MMWG is due to meet on 12/9 and on their agenda is the issue of “sunsetting” MMWG. If this occurred, the RMS chair requested that TDTWG consider adding the Market Metric Quarterly Review at a TDTWG mtg. TDTWG didn’t have any significant objections to add this agenda item on a quarterly basis. One alternate suggestion was that the MM Qtrly Review occur at the RMS Planning Call on a quarterly basis. TDTWG will wait from recommendation from MMWG to RMS and the final decision.

ERCOT Status and Recommendation: • Status - ERCOT received and reviewed recommendations from HP for Performance improvements necessary for the Polyserve File Clustering Solution. These recommendations require architectural changes, server rebuilds, and testing which is difficult to deliver in 2009 due to resource and environment constraints from Nodal and Zonal projects. • Risks/Constraints for continuing in 2009: • IT Resource constraints from Nodal Delay • Distributed Generation, Small Renewables – Code/Resources • Advanced Metering, Interim Solution – Code/Resources • Evaluating replacement of the Paperfree Application. Why? • There are more efficient products available such as: TIBCO, Inovus TLE, etc… • Old application architecture • Does not have optimal performance for future growth needs • Development has been experiencing issues in upgrading to new version in the development environment • Recommendation: ERCOT seeking TDTWG recommendation to close project based on: • (A) Reduction in overall outages due to previous efforts above. (NAESB was the major contributor) • (B) ERCOT evaluating replacement of Paperfree application under Retail Application Upgrade Project. Analysis expected to start this year.
