Key Research Findings • cdp ACCESS addresses the primary barriers to participation in code development: time and money • Majority support cdp ACCESS concepts • Most members are likely to participate online for periods of time • Viewing testimony and voting on final proposed code change language are two most important factors for online participation

Features of cdp ACCESS cdp ACCESS will enhance participation: • Provide features to support active/live collaboration • Allow user to login/register to post comments • Allow registered users to give threaded discussion responses a like/dislike review (e.g., thumbs-up/thumbs-down) • Notify the user when relevant code change content has been created • Enable all users to search system to view specific code sections, public comments, etc.

Features of cdp ACCESS (cont.) • Allow proponents to access current code text to paste into the Code Change Submission form to then edit • Display a real-time, updated agenda and action list for the Committee Action and Public Comment Hearings so that in-person and online participants can view the status of a particular code change during the hearing • Allow proponents to invite other registered users to collaborate or comment on their proposed code changes offline • Display an index/agenda of proposed code changes, committee action, public comments, video of Public Comment Hearing testimony and other source content
