Main Project Findings: General (1) • Climate Change as a threat and costs of inaction outweigh costs of action (Stern Review), • European Action on Climate Change welcomed, • NMS on track to meet KP targets • NMS ready to reduce further (reduction=increase?) • Opportunities in NMS for GHG emission reduction and avoidance by promoting high efficiency and innovation. Main Project Findings: General (2) • Climate change policies as a burden on NMS economies, • Concerns that NMS will be confronted with climate change policies and reduction targets at the eleventh hour, • Limited awareness on Climate Change: public, business and administrations, • Limited culture of awareness for international negotiations • Integrate Climate Change: energy, transport, taxes, cohesion and structural funds. 7. Integration: opportunities for the energy sector in Poland (2) • the share of renewable in energy production is less than 5% but the potential technical capacity is 47%; • if Poland reaches in 2030 the same level of energy efficiency as EU 15 (1% increase yearly following SDS) GDP can grow 3,5 half time without increase of energy use BUT • 10.4 % of household expenditures are spend on energy compared to 3.0 % of expenditure for EU15. 8. Main Project Findings: Future International Regime • A new regime: • obligatory targets, • include other countries and sectors, • greater role of adaptation but not substitute measures activity, • exchange the technologies, • flexible mechanism, ecological tax reform. • NMS contribution: • burden sharing: fair criteria and transparent way, • more progressive climate policy integrated with economic development, especially energy and transport sectors, • participation in international negotiations: capacities. 9. Final conclusions and lessons • EU27 needs to provide climate policy much more integrated and comprehensive with others polices specially structural funds and transport ones • NMS and CC need to be seen as partners with different starting points, capacities and concerns to climate change policy • COP 14/ MOP 4 in Poznań (Poland) gives the chance to express positions and interests of NMS and CC • Constant dialogue among ALL relevant stakeholders in each NMS INSTITUTE FOR SUSTAINABLE DEVELOPMENT
