Creating a Vision of HE for a country in transition WHAT WE HAD TO FACE • System was not sufficiently responsive • System was too homogeneous, little room for different missions, roles, variation and flexibility • Research used to be out of universities; • Scarce professional orientation, lack of sub-degrees • Insufficient autonomy • Limited analytical capacities in the Ministry of Education

Creating a Vision of HE for a country in transition WHAT WE HAVE STARTED Focusing on Bologna Process • market orientation study programs • knowledge based society • involving wide base of stakeholders • managing the process and reforms (Law, Strategy, Action Plan, Ministry capacities, intensive workgroups)

Creating a Vision of HE for a country in transition • Establishing the National Qualification Framework • Curricula development • recognition, flexibility of the system, mobility • reforming R&D; University integration • improving teaching & learning Quality • Improving University governance, internal management
