  2. ILPAC Leadership Team Chair: Rita Rasmussen, SR/WA City of Cedar Rapids, Iowa V. Chair: Jeff Jones, SR/WA Road Commission for Oakland Co. Waterford, Michigan

  3. ILPAC Mission Statement “To provide leadership, educational opportunities and promote communication, coordination and cooperation among all who participate in local public agency projects.”

  4. ILPAC Strategic Plan • Provide leadership and mentorship to LPA’s in the right of way profession. • Develop and provide educational opportunities for LPA’s within the right of way profession. • Promote communication, coordination & cooperation among all who participate in LPA related issues and projects.

  5. ILPAC Goals • Provide assistance to members and potential members of the Association on matters related to management, operations, and policies of LPA’s. • Provide assistance in course review relating to LPA’s. • Compile, define and publish a series of “best practices” pertaining to the responsibilities and activities undertaken by LPA’s for the benefit of all entities. • To keep other Industry Committees informed of all inter-agency or legislative activities.

  7. “Who is an LPA, What is an LPA, Where is the LPA Committee heading and how will we get there?” At the February 2006 ILPAC meeting, the group was challenged to brainstorm ideas on the above theme to focus committee efforts that lead to the sub-committee assignments. The following is what the ILPAC gathered from this exercise.

  9. What is an LPA? • Individuals that know each other in other or cross agency lines • Those that serve local constituents • Considered Generalists • Acquire, manage, and dispose of real property • Serve the public

Where is the ILPAC heading and how will we get there? • Identify issues common to public agencies • Promote Education for the Generalist • Stewards of public trust related to real property issues, relocation, timelines, etc. • Promoting cooperation in real property issues between public agencies.   11. Cont’d • Taking leadership role in promoting best practices among agencies. • Provide consistency/stability to the IEC. • Produce “can programs” for LPA education. • Continue with both long and short term goals.

  14. Cont’d Symposium/Programs • When Public Agencies Collide – presented pilot program at PRES • Right of Way Best Practices Conference – presenting in San Antonio, TX in March, 2007 also proposed for Region 7

EDUCATION/PROFESSIONAL DEVELOPMENT ILPAC STATUS: • Promoting the topic “When Public Agencies Collide” • Short 3 hour version at the Dallas PRES • Shorter 1 hour version in Sacramento • Recommended to IPDC for Hot Topic or 1 Day Course • Promoting Best Practices Conference • San Antonio, TX –March 2007 • Region 7 (date to be determined)

  16. RESEARCH AND STUDIES ILPAC STATUS: • Discussed legal issues on the condemnation initiatives going on across the country.

  17. OUTREACH ILPAC STATUS: • Communication • ILPAC Region Reps continue communications with Chapters regarding ILPAC activities • Recruitment & Networking • For the second year, the ILPAC hosted the IRWA membership booth at the APWA Congress in Kansas City, September 10-13, 2006

  18. WEB CONTENT ILPAC STATUS: • ILPAC Web page activated and current

ILPAC 2007 Objectives • Fill Region 4 & 8 ILPA Rep vacancy • Present pilot program “When Public Agencies Collide” at PRES and Promote • Submit LPA related articles for publication in the right of way • Active involvement regarding Education Dev. • Host IRWA membership booth at the 2007 APWA Congress in San Antonio
