  3. Approval of Minutes • Approval of the Regular Session Minutes of September 10 and September 24, 2013. • Approval of the Traffic Group Minutes for August 22, 2013. • Approval of the Administrative Session Minutes of September 10, 2013.

  5. Ordinance • Ordinance (1st reading) - enacting Section 11.07.05 of the City Zoning Ordinance to implement regulations pertaining to claims of economic hardship relative to the denial of requests for Certificates of Appropriateness through the Historic Preservation Commission.   6. Resolution • Annexation Resolution (1st reading) - authorizing the annexation of +/- 6.42 acres of land contiguous to and adjoining the City corporate boundaries, located along the northerly and southerly sides of MD Route 51 (Industrial Boulevard) at Messick Road, Election District No. 16, said land being separately owned by First Peoples Community Federal Credit Union and the MD State Roads Commission.

  7. Order (TABLED) • Order approving a Bay Restoration Fund Program (BRF) to exempt certain residential users from paying the BRF fee due to substantial financial hardship, to be effective retroactive to October 1, 2013.

  8. Order • Order authorizing the Chief of Police to accept an Allegany County Health Department Alcohol and Drug Abuse Administration Grant in the amount of $6,000.00 for police overtime support to enforce underage drinking laws.

  9. Order • Order authorizing the Chief of Police to accept a Byrne - Justice Assistance Grant in the amount of $2,005 to provide Crime Scene Investigation training, lodging and meals for two CPD officers at Maryland State Police Crime Lab in Pikesville, MD.

  10. Order • Order authorizing the Chief of Police to accept a Byrne Justice Assistance Grant in the amount of $33,740 for the purchase and installation of mobile data terminals in patrol vehicles to provide officers in the field real time access to law enforcement data.

  11. Order • Order authorizing the execution of a Donation Agreement with Falcon Development of Allegany County, LLC to outline terms under which the City will accept Falcon-owned property at 340 and 342 Baltimore Avenue for blight removal.

  12. Order • Order authorizing the donation of architectural and historical items from Memorial Hospital to the Allegany Museum, and authorizing the Mayor to execute a Deed of Gift to authorize the donation.
