  4. General Overview of the National Environmental Management System (EMS) Program

  5. What is EMS? • Systematic approach based on continual improvement • “plan, do, check, act” • Based on ISO 14001 • Manage critical parameters (eg. pollutants, odors), achieve operational and administrative efficiencies, and maintain public support

  7. Who administers the National EMS Program? • National Biosolids Partnership (NBP) • Founded in 1997 • Formed by NACWA, WEF, EPA • Not for profit alliance • The mission of the NBP is to advance the understanding and adoption of effective practices in biosolids management

  9. EMS Timeline • Sign a letter committing to follow the NBP’s Code of Good Practice • Implement an EMS using the NBP Blueprint documents • Operate the EMS for 6 months • Conduct at least 1 internal EMS audit • Apply for and complete a 3rd party EMS Verification Audit

EMS Agencies • 32 organizations have achieved NBP certification • Represents more than 12% of biosolids produced in the US • 5 organizations are certified in California • City of Los Angeles • City of Santa Rosa • East Bay Municipal Utility District • Encina Wastewater Authority • Orange County Sanitation District
