  3. Government in the Netherlands will face insidious crisis if it does not quickly take measures to support new democratic processes September 2001, main conclusion advised to Ministry of Home Affairs and Kingdom Relations of the Netherlands by “big names” advisory cie.

The Netherlands = decentralised unitary state since 1848 (Johan Thorbecke, Dutch statesman) Municipality joint governance 1850: 95% municipal functions 5% under joint governance were performed autonomously with central government end 20th century 5% 95% decentral central But: in the information society • Supply and support functions (filter/combination) and organisations evaporate • (or better: will actively be terminated or replaced by new navigators) • privat sector: immediate abolition • public sector: search for new justification (ex. Demand support)
