  3. Project Background • Project mandate from ECAC Ministers of Transport at MATSE/6 • Called on EUROCONTROL to address the need for strong spectrum and frequency management mechanism • EUROCONTROL issued TRS 090/02 in August 2002, for which an external company successfully bid

Project Background (2) • What is Frequency management ? • Short term planning for new assignments or modified assignments • All Aviation systems (VHF, Navaids, radars codes etc..) • Long term planning • Strategic planning to anticipate frequency congestions • Verify (in)compatabilities of existing assignments with new requirements put forward by others adjacent states • Inter States Coordination (AFTN based to be replaced by internet), multicast messages • Regular review of frequency actual usage and parameters (coverage, sectors, FLs) • Ensuring Frequency usage transparency

Project Benefits • Unique central data source • Vs distributed multiple sources today • Limit coordination between States (and maybe eliminated in long term) • Free of error data reference for planning • Immediate availability of updated information • Authorised users only, independent supervision • Basis for frequency short (freq management) to long term planning (strategy development) • Basis for frequency audit process at European level

Project Aims • Scope • To identify and document user requirements • System Development • To develop a secure, centrally managed system that will enable efficient and accurate management of aeronautical frequencies, and provide a comprehensive information resource to facilitate spectrum management • Mechanism Support • To provide support in the development of new procedures as required to establish the new Spectrum and Frequency Management Mechanism

Project Update • Nearly completed project • Prototype system on-line • Live operations ONLY after database population process start (in 2005) • Will include a critical data quality review • Coherence • Data quality and reliability • Operational aspects • Will start with VHF assignments (so called COM2 Table)

System Main Aims • To provide one central database containing details of every frequency assignment in every aeronautical band as required • For Freq planners community • For spectrum managers • For other Users communities • As requested by States or international organisation and agreed by States • To provide web-based frequency co-ordination functionality with secure access restricted to authorised frequency managers • To ensure proposals contain agreed minimum information, and to apply integrity verification (CRC) • To provide download and synchronisation facilities • To provide export facilities in a format compatible with agreed planning tools (e.g. MANIF) and format (XML)

System Main Aims (2) • To provide backup, restore, archiving and retrieval of data • To provide authorised Users with a set of queries that will give information in support of spectrum studies, technical analyses and usage monitoring • To provide all users with general information about aeronautical spectrum • To be the foundation of a regular European audit process
