  3. Situation Update • No significant changes since the last briefing

  4. ROK JCS MISSION(Higher Headquarters (HHQ)) CTF Huimang assist the Republic of Parang Do (ROP) by providing initial HA / DR in ROP and for ROP refugee camps in the ROK, and in assisting with initial infrastructure recovery operations in Parang Do until civilian authorities and non-governmental organizations are capable of assuming these missions.

ROK JCS INTENT(HHQ) I intend for CTF Huimang to conduct HA / DR operations to provide immediate life saving, relieve human suffering caused by the natural disasters in the operational area, conduct emergency infrastructure repair, and turn over mission to competent civil authorities and redeploy at the earliest possible opportunity.

  6. CCTF Mission Statement Commencing 3 October, CTF Huimang deploys to the Area of Operations (AO) (ROP; ROK – Kyongsang & Cholla Province and Chejudo) to provide food, shelter, medical support and to repair emergency infrastructure in order to relieve human suffering and transition to competent civil authorities

CCTF Intent Purpose: To provide food, shelter and medical support To repair emergent infrastructure To transition to competent civil authorities End State: The suffering of ROP refugees in Korea and affected populace in ROP is relieved The CTF mission is fully transitioned to host nation/NGOs The CTF is fully redeployed to the respective nations

ASSUMPTIONS • Dirt airfields in ROP are C-130 capable • Land and Air assets assigned to CTF are available for deployment w/in 48 hrs • CTGs responsible for prioritizing deployment (note: not all forces will necessarily deploy initially). • CTF will not conduct repatriation functions • No SOFA restrictions prohibiting entry • S/APODs availability timeline based upon nil CTF support • CTF operating under common ROE • CMOCs deal directly with UNHCR implementing agencies

COA #1 • Purpose: • Provide food, shelter, medical support and repair emergency infrastructure relieving human suffering • Method: • CTF Huimang conducts operations in four phases (deployment, emergency relief, stabilization, and transition & redeployment). CTF will be task organized into functional components with CFLCC allocated four subordinate CTG’s (CTG North, Central and East, and CTG Korea). Air and Maritime Component Commanders will hold all forces for general support taskings including SAR, theater/inter-theater movement. Concept by phases: • 1. Rapidly deploy, secure APODS/SPODS, establish logistics hubs and coordination w/ GO/IO/NGO in AO,critical relief supplies distribution • 2. Provide emergency relief (assess rqmts, prioritize efforts, allocate and distribute resources, evaluate effectiveness). • 3. Support restoration of public services (Public Safety, Public Health, Civil Administration) using ROP institutions, in preparation for handover • 4. Transition & Redeploy CTF assets as non-military agencies assume responsibilities. • Endstate: • Sustainable life support and services provided by civil authorities and/or IO/NGO’s. • CTF fully redeployed to respective home nations.

  15. Phase 1 - Deployment Sea Port Airport This phase starts immediately. The purpose is to assemble and rapidly deploy forces to accomplish the mission. The main effort is establishing the force and providing emergency assistance on Parang Do . This phase ends when CTG HQ have arrived and completed initial assessment. CTF CTF Huimang: Establish CTF HQ at Taegu; CFLCC,CTGs K, N, E, and C: Establish CTG HQ and task organize to accomplish the mission. CTG C-assess the threat in highlands.   16. Phase 2 – Emergency Relief Sea Port Airport This phase starts when CFLCC HQ and CTGs are established with minimal footprint and have suitable forces to provide emergency relief. The purpose is to provide emergency food, water, and medical care, and, where necessary, security. The main effort is the establishment of emergency services. This phase ends critical relief has been provided and assets are in place to commence Phase III. CTF HQ: Allocate and direct resources IAW priorities. CFLCC/CTGs operational in Parang Do CTG tasks in priority order: -Distribute food and water -Maintain Security -Provide shelter to IDPs -Engineering: critical repairs to A/SPODs, bridging, and other critical infrastructure (water, power distribution) -Maintain CMOC coordination with ROP/ROK NGOs CTF Primary APOD Primary SPOD CTG K CTG N CFLCC CTG C CTG E

  17. Phase 3 - Stabilisation Sea Port Airport This phase starts when critical aid has been provided and basic services restored. The purpose is to prepare the operation for transition to civil authorities with the aid of NGOs/International Organizations (IOs). The main effort is restoring basic infrastructure. This phase ends when civil authorities are prepared to assume control of the situation. CTF HQ: continue to allocate operational assets. CFLCC HQ, located Parang Do, direct operations. CTG Priorities: -Restore basic infrastructure -Maintain security -Prepare, and where possible, handover responsibilites for HA/DR efforts to local authorites/NGOs -Continue to monitor Measures of Effectiveness (MOEs) -Commence drawdown of emergency specific FE CTF Primary APOD Primary SPOD CTG K CTG N CFLCC CTG C CTG E

Phase 4 – Transition & Redeployment Sea Port Airport This phase starts when basic infrastructure facilities have been restored and civil authorities/NGOs/IOs are in position to assume responsibility. The purpose is to redeploy the CTF to home locations. The main effort is the handover to ROP authorities. This phase ends when CTF has redeployed. CTF CTF HQ: On order, Coordinate redeployment of CTF forces and assets. ASSUMPTIONS 100K Korean Internally Displaced Persons (IDPs) and damaged infrastructure in ROK will be responsibility of the ROK Sufficient fuel for air / sea operations will be available Additional strategic lift available for force deployment / sustainment (Air). Required basing available for transient aircraft (Air). Limited landing areas available for helicopters (SOF). Weather will permit airborne operations in the short term (SOF).

CPG 2 CONCEPT OF OPS • 3 October, CTF Huimang will deploy forces to the AO to conduct HA / DR and emergency infrastructure recovery to alleviate human suffering and transition to competent civil authority. Coalition Task Group A (CTG A) will be the LCC in Parang Do and Cheju. CTG B will be the LCC in the ROK. Air and maritime component commanders’ highest priority will be to support CTG A followed by CTG B.

Reception, Staging, Onward movement and Integration (RSOI) will be conducted in the vicinity of the APODs / SPODs and project to respective AOs. • Intent: As forces arrive, conduct RSOI to rapidly position forces within AO to conduct HA / DR operations. • Main Effort: Forward movement of supplies. • This phase ends when all forces are in AO.   39. COA 3 Concept of Operations Air assets will deliver HA supplies to affected areas in ROP. At the same time ships are loaded with HA supplies to deliver to ROP. Port opening teams and engineers are delivered to damaged ports. Once ships arrive with supplies infrastructure repair starts, sustained operations begin, and NGO assistance commences. Critical node protection will be conducted throughout the operation. Operation will transition to civil control when NGOs/government authority capable of handling situation.
