COA Guidance (New) • COA 1 “Centralized” – NLC, 5+1 RLC, 1 PSP, 1+Trans Bde, RLC Trans Coy+ • No new builds, develop distribution systems, “everything at the centre”, timed “pushes”, develop RLC Trans BN to sustain districts, focus on growing organic capability for maintenance, use $ saving for RLC trans BN and civ pay reform • COA 2 “No PSPs” - NLC, 8 x RLC, 0 x PSP, 1+ Trans Bdes • Build new RLC’s, no PSP’s, focus on improved distribution system, pillar integration, contracted/organic maintenance, $ savings for increase Trans Bdes and civ pay reform • COA 3 - “MOI Supply Points” – NLC, 8-12+ MSP’s, Trans Bde • Develop NLC, add 4+ RLC’s based on geography/distance, remove a layer within the system (PSP), develop mat transfer point below the region if req’d, enhance trans where needed • COA 4 – “Hybrid ANA/ANP” – Leverage ANA/ANP efficiencies to sustain the force • Only build new infrastructure if operationally required. May require to increase storage capacity at RLCs/RLSCs. Develop potential future area of cooperation (i.e. Utilize ASC to manage Distribution System from National to Regional level, Warehousing, Inventory management tool, Fuel, Foods, etc). COA 4 – “Hybrid ANA/ANP” What we know • ANA does not have existing extra capacity: • ANA does not have extra distribution capacity • Cooperation between MoI and MoD is almost non-existent • The inter-ministerial MoU between MoI and MoD is not applied What we think • Opportunities exist to build area of cooperation in the future, but will require engagement at the ministerial level (10 year objective) • Focus on cooperation at the National and regional level What we need • What can be co-located, cooperated, integrated? • Fuel, Ammo, Food, Vehicle Spares/Maint, Weapons Maint
