  2. SAMPANN (CPMS) End to End Software by DoT: Comprehensive Pension Management System (CPMS) is an end-to-end software developed and implemented by the Department of Telecom. CCA PUNJAB

  3. SAMPANN (CPMS) Covers All activities: It covers all activities starting from Pension sanction, authorization, and disbursement. Enables Pensioner to track status: It also enables the pensioner to track latest status of pension. CCA PUNJAB

  4. LOGIN TO SAMPANN Login By Retirees: Retirees can get connected by logging on to www.dotpension.gov.in. UserID and Password: Retiring employees will receive user ID and Password on their registered mobile number. CCA PUNJAB

  5. DASHBOARD DASHBOARD: On login, the Dashboard appears having following details: 1. Profile of Retiree. The retirees can view their Profile. 2. Status of Case. Step by step status of case can be seen. 3. DCRG Sanction. It can be viewed by clicking on DCRG. CCA PUNJAB

  6. DASHBOARD Date of Payment of Commutation and DCRG. Ledger: Details of Payments i.e. arrear of Pension, Monthly Pension and DCRG/Commutation Savings for Income Tax: The savings are to be fed for Income Tax Rebate CCA PUNJAB

  7. FAMILY PENSION The Family Pension will also be sanctioned and paid through SAMPANN as per the procedure given in the previous Slides. Enhanced Family Pension will be paid automatically up to the stipulated period. Normal family Pension will be started after completion of enhanced Family Pension Period. CCA PUNJAB

  8. Family Pension in case of Death of Pensioner In the event of the death of the Pensioner, The name of Family pensioner is mentioned in the PPO or any revised Pension authority issued by the CCA office. The Family pensioner needs not present himself/herself to the O/o Pr. CCAs/CCAs. CCA PUNJAB

  9. Family Pension in case of Death of Pensioner The Family Pensioner requires to send the following to the concerned Pr. CCAs/CCA 1. Death certificate of pensioner. 2. Account details /Bank undertaking and mandate form duly filled- if there is change in account details. 3. Proof of life certificate- for this either he may present himself or herself before a CCA office or send a Life certificate by Post or generate a digital Life certificate. CCA PUNJAB

  10. changes after sampannimplementation Credit of Pension: The Pension will be credited to the designated Bank Account of the pensioner on the last working day of the Month without any delay. However, Controller of Communication Accounts (CCA) becomes the pension disbursing authority (PDA) in place of Post Offices and CPPC of Banks. CCA PUNJAB

  11. Benefit of Pensioners on implementation of SAMPANN Single Window System: The CCA becomes the single window authority dealing with all pension relating activities of pensioners. CCA PUNJAB

  12. Benefit of Pensioners on implementation of SAMPANN SAMPANN implementation will benefit the pensioner in the following ways: Direct transfer of pension by the CCA to the pensioner’s bank account through SAMPANN will eliminate the delay caused by involvement of the CPPC. CCA PUNJAB

  13. Benefit of Pensioners on implementation of SAMPANN Transfer of Pension: It will eliminate the need for Transfer of pension cases from one Circle to another. This in turn will ensure that pensioners drawing pension in a bank located in another State (different from where he retired) start getting pension without any time-lag. CCA PUNJAB

  14. Benefit of Pensioners on implementation of SAMPANN Any revision in pension will get effected without delay. Calculation and payment of arrear will take place automatically once the pension is revised. The time-lag between change in Dearness Relief (DR) and its payment will be minimized as latest DR rates will be updated centrally. Hence no delay in payment of DR. CCA PUNJAB

Benefit of Pensioners on implementation of SAMPANN Age-linked enhancement of pension: This will take place automatically on attaining the designated age The pensioner will be able to access and take print-out of details of pension payment by logging into SAMPANN with the login ID provided to the pensioner. CCA PUNJAB

  16. Benefit of Pensioners on implementation of SAMPANN TDS and Form-16 will be provided by the CCA without any intervention from the pensioner. The pension is credited to the account on the last working day of the month. In case of arrears etc. the amount will be credited Out of Cycle on earliest possible day. CCA PUNJAB

  17. Benefit of Pensioners on implementation of SAMPANN The pensioner is not required to visit any office. Pension Payment Order: A digitally signed PPO shall be sent to Pensioner’s dashboard. However, a Printed copy shall also be sent via post to pensioner’s address by PDA section from CCA Office. CCA PUNJAB

  18. Credit of Pension in Joint Account with spouse The pensioner can open a joint account with his/her spouse. The account details of the same must be communicated to the Pension Section of the CCA office. The same will be updated into the SAMPANN software, and the pension will flow into the new account. CCA PUNJAB

  19. Services which can be accessed by the pensioner by logging into SAMPANN with his login ID The Pensioner will be able to access the following services by logging into SAMPANN: Progress of his pension case. At any point of time. View details of pension received and take print-out of pension payment slip. View PPO and Sanction orders. CCA PUNJAB

Transfer of Pension from one State to other Change of BANK ACCOUNT: The pensioners covered under SAMPANN need to submit application in prescribed form along with details of bank account and bank undertaking to the CCA office. Pension will be credited to the new bank account once the PDA changes Bank details in SAMPANN. There will be no need for recalling PPO from Bank and transferring pension case from one CCA office to another CCA office. CCA PUNJAB

  21. Family Pension commencement Once the Death Certificate is received, the family pension can either start immediately. Family pensioner need not to visit CCA office for commencing disbursement of family pension. CCA PUNJAB

  22. Income Tax (TDS) deduction at source Income tax is deducted at source for all pensioner (except family pensioners), as per provisions of Income Tax Act and instructions issued by the Income Tax Department. The investment details for income tax rebate need to be sent to the PDA section of CCA offices. CCA PUNJAB

  23. Income Tax (TDS) deduction at source On the pensioner’s dashboard, pensioners may log in and feed their details and upload supporting documents. Taking a printout of above, they can send it along with document to CCA office by post. Pensioners can also download the income tax proforma available on www.dotpension.gov.in and fill it up and then send the duly filled form along with enclosures to CCA. CCA PUNJAB

Change of Address, Mobile No. and email-Id To Change Address, Mobile No. and email-Id: Login to dotpension.gov.in and click on profile icon and go to edit profile Choose any of the email or mobile as desired to change. The OTP will be received, change the email or mobile No. then Enter the OTP received and save. Change of address can be done through grievance option but proof should be submitted. CCA PUNJAB

  25. Pensioner’s approach for grievance resolution Grievance can be lodged from the Pensioner’s dashboard online. The grievance can also be reported to the CCA office directly. A dedicated toll-free helpline 1800-113-5800 is also available. Mails can be sent to sampann.cpms-dot@gov.in CCA PUNJAB

  26. Submission of DLC to PDA Pensioners need not to submit the DLC to the Bank/Post office/pension disbursing agency. The DLC is automatically available to them electronically. CCA PUNJAB

  27. Submission of DLC to PDA Once your praman-id is generated, you can download the Digital Life Certificate by following the link https://jeevanpramaan.gov.in/ppouser/login. CCA PUNJAB
