  2. The NCR Plan - Keeping it Simple • Developing a flexible, all hazard approach to answering Mass Care and Evacuation questions across the NCR: • Where to go • How to get there • What resources are available • What resources will be needed • What can we do to improve evacuation and mass care

Project Tasks Task 2: Plan Integration • Foundation of project • Collect and review existing plans Conduct meetings/interviews with emergency planners from each jurisdiction • Establish project website and “data warehouse” • Identify data needs for entire study/all tasks • Collect data that can be used across all tasks • Disseminate data to all stakeholders for informed decision-making • Use protected web site as information sharing portal for all authorized stakeholders • Development of Corrective Action Plan

Project Tasks Task 3: Evacuation Route Profiling • Identify current evacuation routes • Coordinated with MWCOG and existing evacuation plans • Profile Existing Routes • Functional classification • Length of route/roadway dimensions • Capacity/demand (peak hour, weekday) • Operations management/congestion • Travel times • Roadway controls • Parking • Potential resource distribution points

Project Tasks Task 4: Vehicle/Driver Inventory • Identify existing agreements currently in place between • agencies/jurisdictions to transport persons and/or • share equipment • Develop inventory • Use existing data • Survey traditional and non-traditional providers • Special emphasis on special needs transportation • Evaluate inventory • Assess availability vs. needs • Identify deficiencies/obstacles • Develop database/recommendations • Type & availability of equipment • Special emphasis on special needs populations

Project Tasks Task 5: Transfer/Pickup Points Profiles • Data collection • Survey transfer/pickup points • Collect data on jurisdiction, type, capacity, constraints • Particular emphasis on issues which diminish utility/capacity • Special needs considerations • Summarize profiles • Identify most critical constraints • Reflect most important data • Develop recommendations • Determine criticality of addressing constraints and deficiencies

Project Tasks Task 7: Shelter/Destination Points Profiles • Collect existing list of potential or previously identified shelters • Develop shelter profiles • Survey and qualify potential shelters • Will be tailored to the needs of this project • Identifies specialized/customized information • Create database of qualified shelters • Information summaries • Photos, floor plans • All relevant sheltering information • Available via web-based program • Consider special needs/pets

Project Tasks Task 8: Community Profiles • Develop community profiles • Threats (natural, accidental or international) • Population demographics • Summarize resource needs • Develop profile per person based on Red Cross Guidelines • Extrapolate to 10,000 • Strategically store needed supplies • Water • Food • Sanitation • Medical/first Aid • Clothing/bedding • Tools and other supplies

The final plan • What will we have: • Identification of transfer points and other critical facilities in the NCR • Map of evacuation Routes throughout the NCR • Lists of Spontaneous Shelter/Safe Haven/Shelter of Last Resort and the resources needed to support them • Identification of the resources to help people get from A to B • Development of the process to connect A and B using the current systems or during communication breakdowns (RICCS, Webeoc, WAWAS, etc.)

  15. Timeline • Major Milestones: • First Draft Due 6 months from Kickoff meeting – April 6, 2007 • Corrective Action Matrix due 6 months from award – April 6, 2007 • Final Plan and Access Database due 1 year from award – October 6, 2007 • Graphical prototype 3 months thereafter – January 6, 2008
