Water Framework Directive & Agriculture: Addressing Challenges and Opportunities

The conference held on 20th and 21st September in London brought together policymakers to discuss achieving WFD objectives through CAP and rural development measures. Key outcomes highlighted the need for more research to understand agriculture's impact on water, involvement of stakeholders for effective partnerships, and the role of reformed CAP in meeting WFD goals. The joint UK-EU SSG's interim report emphasized the importance of RD programs in delivering WFD objectives. Case studies presented by Member States emphasized finding solutions benefiting farmers and the environment. Next steps include cooperation for national RD strategies aligned with WFD goals and focusing on cross-compliance and water pricing impacts. Follow-up technical conference in Vienna on 3rd March and the final SSG report in December 2006 will assess the scale of challenges and the effectiveness of CAP instruments.

  2. The conference • 20th and 21st September in London • Attended by environment and agriculture policy-makers from across the EU • Aim – to discuss the challenges of achieving WFD objective and how CAP/rural development measures could be used to do this.

  3. 3 key outcomes • More work needed to understand impact of agriculture on water, but also need to immediate action to meet WFD timteable. • Reformed CAP, rural development and cross compliance provide opportunities but other measures will be needed. • Need to involve stakeholders and build partnerships in order to maximise impacts.

  4. The context • UK and EU jointly lead a strategic steering group (SSG) under the umbrella of the WFD common implementation strategy. • 2 meetings so far in 2005 • SSG has produced an interim report focusing on delivering WFD goals through RD programmes.

  5. Conference: content and analysis • Water bodies across EU at risk of not meeting the environmental objectives of the Water Framework Directive. • Need for more research into the impact of agriculture on water. • Reformed CAP will have a positive impact, but not able to analyse extent of impact for several years.

Conference: content and analysis • Framework for rural development establishment by new RDR and strategic guidelines allows RD policy to contribute to the implementation of the WFD • Guidelines state Member States should use measures under axis 2 to contribute to the environmental objectives of the WFD.

Conference: case studies • Five Member States presented case studies • Important to find win-win solutions which benefit both farmers and the environment. • Important to use a combination of resource at Community, state and local level to fulfill WFD objectives and maximise the beneficial impact on the water environment.

  8. Next Steps • Cooperation with environment colleagues to ensure national rd strategies and programme contribute to delivery of WFD goals. • Work of the SSG will now focus on the impact of cross compliance and water pricing

  9. Next steps • 3rd March – technical conference in Vienna • Final report of the SSG is due in December 2006, which will detail the scale of the challenge faced, and analyse the ability of CAP instruments to tackle the challenge, and the role of other solutions.
