QUESTION ITU-R 241-1/5Cognitive radio systems in the mobile service • Whatis the ITU definition of cognitive radio systems? • What are the closely related radio technologies (e.g. smart radio, reconfigurable radio, policy-defined adaptive radio and their associated control mechanisms) and their functionalities that may be a part of cognitive radio systems? • What key technical characteristics, requirements, performance and benefits are associated with the implementation of cognitive radio systems? • What are the potential applications of cognitive radio systems and their impact on spectrum management? • What are the operational implications (including privacy and authentication) of cognitive radio systems? • What are the cognitive capabilities that could facilitate coexistence with existing systems in the mobile service and in other radiocommunication services, such as broadcast, mobile satellite or fixed?

Notes • Former Question ITU-R 241-1/8 • Question on should be brought to the attention of SG1, 4, 6 and 9. • That the results of the studies should be included in one or more Recommendations, Reports or Handbooks • That the studies should be completed by the year 2010. • Category: S2

The Progress in ITU-R • WP1B had finished the definition of CRS, referring Report ITU-R SM.2152 • WP5A is the responsible group for the technical work on CRS in the LMS, concentrating mainly on addressing this Q241-1/5. Six meetings had been held. • AReport ITU-R M.[LMS.CRS] has been drafted to fill the study results. • Some items has been finished very clearly, the others still need to be studied further. • LMS.CRS is scheduled the completion at WP5A#8, November 2011. • From current view, it’s impossible to make every item clear in that timeframe. • Conclusion • Good progress has been made in ITU-R for Q241-1/5. • It’s necessary to continue the study and address the outstanding parts.

Way forward • Under the agreement that the work in ITU-R for CRS in LMS needs to continue, it should be discussed • What parts of current Question Q241-1/5 have not yet been covered? • Or are additions needed? • Is it necessary to make a mild modification to Q241-1/5 accordingly and to propose preparation of a new report? • If yes, what should be reflected in a new report? • Update example attached. • Is it necessary for CJK to contribute something on this issue?
