Changes from September 2013 • Some revision but mainly greater emphasis • Progress made by different prior-attainment groups • Consistency of progress across all groups • Achievement of most able and pupil premium funding • Use of additional funding to raise achievement and well being • Delivery of PE and sport and participation in lunchtime and after school sport • Curriculum providing information to assist pupils on their next steps in training, education and employment (Ofsted, Sept 2013)

Guidance for Inspectors: Governance • Carry out statutory duties • understand the strengths and weaknesses of the school, including the quality of teaching • ensure clarity of vision, ethos and strategic direction • understand and take sufficient account of pupil data, particularly their understanding and use of the school data dashboard • aware of the impact of teaching on learning and progress • are challenging and supporting leadership in equal measure • are providing support for an effective headteacher, or whether they are hindering school improvement by failing to tackle key concerns • Are transparent and accountable in terms of governance structures • understand how decisions are made on teachers’ salary progression • performance manage the headteacher rigorously • are failing to perform well and contributing to weaknesses in leadership and management

  5. Ofsted Inspections since September 2012 Judgments on Leadership/Management (from Sept 2013 in brackets) • 34 inspection reports published • 22 good or better = 65% • 10 requires improvement = 29% • 2 inadequate = 6%

The Strategic Functions Three core functions are: • Setting strategic direction to include clarity of vision; engaging stakeholders; meeting statutory duties • Creating robust accountability for achievement, teaching, behaviour and safety; performance manage the head; contributing to school self evaluation • Ensuring financial probity to include solvency and how to use financial streams such as pupil premium

What governors need to KNOW • Self evaluation of the school (do you agree with the school’s judgements) • Strengths and weaknesses of the school (what are they and what is the school doing about them? • Pupil attainment and progress (are pupils making better than expected progress? Why do you think?) • Quality of teaching (where is the good teaching? What is the school doing about teaching that requires improvement?) • Performance management (is it a robust process? Why are pay increases made? Are they justified) • Additional funding streams and their impact (don’t forget the sports premium!) • Governor training and development (what have governors done?)

  9. Induction for Newly Appointed Governors • Summer 2012: 6/17 = 35% • Autumn 2012: 11/33 = 33% • Spring 2013: 15/46 = 33% • Summer 2013: 34 appointed • Autumn 2013: 20 appointed (up to November)

  10. 2013 Conference What went well: • Information: insight into role; national College; Ofsted; challenges in the borough • Networking: meeting other governors; discussion; swapping good practice and sharing experiences • Presentation: Tim Blanchard; local speakers

  11. 2013 Conference Even better if: • National Leader of Governance who “wittered on about what they do rather than address the discussion question. There was a lack of inactively after coffee”. • Barking and Dagenham Team who“lacked information of future strategy of LA for governors ……. their bit was not necessary”.

  12. 2014 Conference Plans: • 26 April at Castle Green • Invite key note speaker from the NGA • Run a series of repeated workshops from which governors can select
