  2. Four possible areas of inconsistencies • Airport Slot /Airline Schedule • Initial Flight plan / Airport Slot • Revised Flight Plan / Airport Slot • ATFM Slot / Airport slot Airport slot reference to include case of no airport slot and repetitive abuse

  3. Airport Slot / Airline Schedule • Issue: ETA / ETD as published by Airline is outside airport slots at Arr/Dep airport • Responsibility: Airport Operator/Airport Slot coordinator • No action from ATFM • No impact on ATFM IR

  4. Initial Flight Plan / Airport Slot • Issue – Initial Flight Plan ETD and/or ETA is outside airport slot at Arr/Dep airport • Responsibility: Airport Operators (Dep/Arr) or Airport Slot Coordinators (tbd) • Required Action • Arr/Dep airport – Aircraft operator/Airport operator to find solution, outcome may mean flight suspension • Action on ATFM • FLP info needs to be sent to airport operators at both airports • If decision is flight plan suspension, Member state (Arr) to request FLP suspension • Impact on ATFM IR • FLP Information flow to Airport Operator • Possibility for member state to issue flight suspension request

Revised Flight Plan / Airport Slot • Issue – Revised Flight Plan ETD and/or ETA is outside airport slot at Arr/Dep airport • Responsibility: Airport Operators (Dep/Arr) or Airport Slot Coordinators (tbd) • Required Action – Aircraft operator/Airport operator to find solution, outcome may mean flight suspension • Action on ATFM • FLP info needs to be sent to airport operators at both airports • If decision is flight suspension, Member state (Arr) to request FLP suspension • Impact on ATFM IR • Revised FLP Information flow to Airport Operator • Possibility for member state to issue flight suspension request

  6. ATFM Slot / Airport Slot • Issue – ATFM slot results in ETD and/or ETA to be outside airport slot at Arr/Dep airport • Two separate constraints on a flight requires a procedure between central ATFM unit and Airport Operator (Arr) to collaboratively resolve • Action on ATFM • New departure slot needs to be sent to Dep airport operator • New estimated ETA needs to be sent to Arr airport operator • Application of procedure and implementation of agreed solution • Impact on ATFM IR • Revised ETD/ETA Information flow to Airport Operators • Article establishing need for procedure to resolve inconsistency between airport slot and ATFM slot

  7. Recommendations • Agency convene an expert TF to: • Further elaborate circumstances, information flows responsibilities and actions for each of the potential inconsistency scenarios • Develop principles for collaborative procedures between central ATFM unit and airport operators / airport slot coordinators • Propose text for inclusion in ATFM IR Work to be completed by end September 2007
