Section 29 of the Education Act 2011 section 42A • From September 2012, maintained schools, academies and pupil referral units in England must secure independent careers guidance for pupils age of 14 -16. • Guidance must be presented in an impartial manner, provided in the best interests of the student and offer information on all 16-18 education or training options, including Apprenticeships • HMG have set a clear expectation that schools should secure face-to-face careers guidance where it is the most suitable support, particularly for the disadvantaged. • Beyond this, schools will be free to make arrangements for careers guidance that fit the needs and circumstances of their pupils, and will be expected to work, as appropriate, in partnership with external and expert providers

Services currently provided free at the point of access by the LA • Access for all year 11 students to “Search and Apply” the Common Prospectus and Common Application process. • Access to the “Careers Connect Platform” with specific sites for pupils, parents and teaching professionals • Access to professionals area of Rotherham Grid for Learning to download careers resources and publications • Termly careers network meeting – an opportunity for careers coordinators to meet, receive updates and exchange good practice • Negotiated allocation of transition support from the targeted Connexions service (IYSS) for vulnerable young people • Targeted support to young people NEET post 16 to re-engage in learning

Services offered on a traded basisfrom September 2012 • Careers Guidance packages -a bespoke menu of activities • Management information, tracking and destination reports • Careers, education information advice and guidance (CEIAG) support • CEIAG – Quality Award for your institution • Careers software licensing • Careers software training

  6. Forward Planning • Schools confirm if they are going to purchase careers guidance services from the LA by the end of June • Detailed service level agreements drawn up by the end of July • New arrangements commence in September

Raising the Participation Age What we are doing to prepare pupils in our School/PRU • Staff meetings, options evenings, change options presentation/offer • Promoting transitions, listening to needs, S139a’s where needed. • Y10 assembly/tutor time • Careers evenings, parent/carer event • Making information available – ibrowse, school website? • Changes to options brochure

RPA • From September 2013, all young people in England will be required to stay in learning until the end of the academic year in which they turn 17 (at the moment it’s 16) and from September 2015 until their 18th birthday? • What is learning? • Remaining in learning doesn’t necessarily mean remaining at school. These are the options available to young people: • Full-time education, such as school, college or home education • Work-based learning, such as an apprenticeship • Part-time education or training if employed, self-employed or volunteering for more than 20 hours a week

  10. Who will be the first young people affected by these changes?

Government Agenda -Building Engagement and Building Futures • Giving parents and families the support they need to encourage and help their children to develop, learn and participate at all ages; • Ensuring that all front line services working with young people and their families understand the benefits of participation and are provided with the information and tools they need to support young people to participate; • Giving schools greater freedom, improving the curriculum and addressing poor behaviour, as well as helping young people to make the right choices by giving schools responsibility for securing access to independent and impartial careers guidance for pupils in Years 9-11, and consulting on the extension of this age range; • Providing additional support for the most disadvantaged young people, who are at greatest risk of disengaging; and • Improving accountability to incentivise schools to focus on young people’s destinations.

Communicate the RPA message • Who are your audiences and what are your key messages... • Have you identified all of the groups and stakeholders you need to communicate to? • Parents • Staff • Governors • Students • Are you clear what the key messages are and what myths might exist? • Have you thought about how you will use existing communication channels to get the RPA message out on a regular basis

Understand Your Cohort and Prioritising Support • Projecting Participation... • How many 16 and 17 year olds will there be each year in the future? • Understanding current performance... • Why 16 year olds do not participate and 17 year olds drop out in their first year • How 16 and 17 year olds feel about the availability and quality of IAG & provision • How ‘at risk’ pupils are distributed across your school • How well your school performs against a post-16 progression measure- longitudinal tracking • Early identification of risk... • Consider the risks to non-participation by looking at evidence from previous cohorts • Establish factors at each age pre-16 associated with non-participation at age 16 and 17- Risk of NEET Indicator • Prioritise Support • Who are your identified at risk cohort and which will you prioritise

Managing Transitions and Tracking • Early intervention in KS3 and beyond... • What transition strategies are needed at each stage of young people’s education • Have interventions and strategies been mapped to ensure overlaps are identified • What gaps exist & what additional support might be needed by young people • What specific support has been provided to the first cohorts to be affected by RPA • IAG protocols and strategies... • Does data or feedback from young people tell you that information, advice and guidance (IAG) needs to be improved across the school? • What can you do to continuously improve the quality of IAG in your school? • How are you planning and managing the future delivery of independent impartial IAG • Focus on groups with specific barriers.. • Which groups does the analysis of your cohort suggest are your biggest priority • What differentiated strategies and approaches are needed to address the particular needs of these groups • Is support to these groups being joined-up effectively across the school

Identifying Future Provision The Role of the Local Authority • Mapping and identifying provision gaps... • Is there a clear picture of unmet demand or over-supply of existing provision • Converting JWT to Apprenticeships... • The local authority is working with local employers to identify the JWT cohorts • The local authority is working with employers to increase Apprenticeships • The local authority will develop a strategy to support young people in JWT to move into an Apprenticeship place • Developing innovative new provision... • The Local Authority needs to have a clear view of what new provision is required and schools play a role in informing this • We need to develop creative ways in which the local authority and providers could create new provision to meet unmet needs locally • Working with the voluntary sector or new providers to increase the range & nature of provision

Background: • The site is a FREE progression planning resource. • Designed in collaboration with careers education • professionals and reflects ideological frameworks for careers advice and guidance. • Aimed at 11 to 25 year olds but can be used by older people too. • Can be used at school/college or home, students can continue to access their account after they leave.

  20. The site offers: • One place for planning your future • CV Builder • Action Plan • Quizzes for recognising and recording skills, personal strengths and learning styles • Online record of skills and achievements • Options information • Also: • Links to local prospectus.
