  3. WHICH APPROACH ??? • National level • Implementation of organizational and material resources; • Coordination and research of synergies. • Regional and international levels • Development of active cooperation.

ISSUES • Unlimited freedom to communicate and interact with the world; 90% of the trade is done by sea; • Reservoir of biological and mineral resources; • 55% of the urban population of morocco lives in the major cities along the coast; • Largest infrastructure in development along coast lines.

  7. CHALLENGES • Migration flows to Europe; • Morocco becomes a transit country; • Candidates are from sub-Saharan countries; • Phenomenon difficult to contain. Illegal migration • Proximity to Europe; • Considerable profits; • Employment of go-fasts and small aircrafts by traffickers. Drug trafficking • Increasing flow of maritime traffic; • More than 300 vessels pass through Gibraltar straight Accidental or voluntary pollution

  8. CHALLENGES Piracy • Moroccan maritime domain is not concerned with this kind of illegal activities; • Alertness is indispensable; • Prevent any further developments and spread to the North. Maritime terrorisme Illegal fishing Vigilance : instabilities in the Sahel region Phenomenon is gradually decreasing

Moroccan Engagements • INTERNATIONAL LEVEL • Agreements on assistance to persons and property at sea (SOLAS 78 et SAR 79); • Agreements on the fight against marine pollution (POLMAR 78, CLC92 et FC 92); • Suppression of unlawful acts at sea (SAU 88); • Safety Code for ships and ports : code ISPS 2004; • The Montego Bay Convention of 1982; • Fight against drugs.

Moroccan engagements • Barcelona Convention in 1976 as fields of action with the Mediterranean; • Tripartite Agreement (Algeria, Morocco and Tunisia) to fight against marine pollution; • Lisbon Agreement between Morocco, Portugal, Spain and France, marine pollution, on the Atlantic coast; • initiative (5 +5) defense applies in particular to maritime security in the Western Mediterranean; • Joint patrols (Morocco – Spain); • Contribution to the coordination center of the fight against drugs in the Mediterranean. • REGIONAL LEVEL

Positive impact on Maritime Capacity Building Prepare to face the very present issues that threaten the maritime region consequently to the recent instability in the Sahel region Risk that these instabilities affect the maritime area is real and cannot be ignored

  16. CONCLUSION • Considerable effort in modernizing major naval assets; • Contribute to regional and international maritime security; • Development of cooperation, dialogue and confidence-building between our countries.
