2. What is CTEP ? Cambodia-Taiwan Education Program (CTEP) is a program through which Taiwanese volunteers provide Chinese, English and computer education to Cambodian people, with a focus on teaching children and teens. http://camtw.com.tw/

3. Where is CTEP ? CTEP has been implemented since 2010 in Siem Reap and its neighboring provinces, Cambodia.

4. The Country • Having endured decades of strife, including the murderous regime of the Khmer Rouge, Cambodia is now one of the world’s poorest countries. Poverty and illiteracy prevail in rural areas although conditions in some cities are improved. • Of the country’s population of 14 million, one third are aged 14 years or younger, 1 child in 7 dies before the age of 5, and 40% live below the poverty line; also, over 50% of the populated areas lack electricity. • International aid has poured into Cambodia, including from Taiwan, but the best path to truly breaking the cycle of poverty and fostering economic independence in Cambodia is education.

6. Food Donation Donation of Rice soup meals to 1,430 children in 8 education centers once or twice a week from July 2010 to June 2011.

7. Urban Education (CTEC) Cambodia-Taiwan Education Center (CTEC), opened in July 2011, offers 3-month term courses in English, Chinese and computer. Till Aug. 2012, 1,000 students had finished their study at the center. More students are being educated.

8. Urban Education (KTLC) Beginning Jan. 2012, CTEP sponsors and participates in management of KT village’s Learning Center (KTLC) where 200 students study Cambodian, English, Chinese and Computer.

9. Rural Education (training and hiring) Eight seed teachers from three rural villages had been trained at CTEC during July ~ September 2012. Of the eight, two best performing students are hired to return to teach at their own village.

10. Rural Education (Taom) CTEP Rural Education program is first launched in Oct. 2012 at Taom village which has no electricity and is accessible only by boat during raining season. CTEP provides trained teacher, computers, and electricity generator.

11. Education Concept & Method Intensive courses in English, Chinese and Computer for job skill training ; Maximum student enrollment for more employment. Student discipline, attendance and test score are emphasized with reward and punishment. Part time jobs are offered to poor students during study at CTEC. Young people from Taiwan are encouraged to serve as volunteer in the rural area for longer term, through which they grow and mature, learn to appreciate and get disciplined. No paid staff, rented office, travel and other admin expenses in Taiwan. No car, house and other fixed assets in Cambodia. All donation money are used for education. Quarterly Teaching and Financial reports are posted on website.

13. Focus on Rural Computer Education • CTEP is shifting resources from urban to rural area as major cities are better developed while poverty still prevails in country side. • Over half of Cambodia territory lacks electricity which makes computer education difficult in most rural area. Digital Divide will further widens the wealth gap. • Taiwan shall contribute more in computer education as 85% of the world’s notebook computer are made by Taiwan, mostly in China. • CTEP’s Rural Computer Education is to teach the basic computer skills and English. A new computer class will be opened in a village every quarter or 4 new classes in a year. Each class will educate 100 villagers or total 400 students in 4 classes in a year.

16. Free Medical Services CTEP invites dentists and doctors from Taiwan to provide free medical services to poor villagers in Cambodia. A total of 355 patients in 3 villages had been treated in Aug. and Sept., 2012 Dental Treatment Oral Hygiene Lesson

17. Volunteers More than 20 volunteers came from Taiwan to Cambodia to participate in CTEP. More than hundred Taiwanese youth visit CTEP’s learning centers every year. Local media made several reports about Taiwan and CTEP. Friendship has been built between many Cambodian and Taiwanese.
