MCED 2000 Held in Kitakyushu, Japan from 31 August to 5 September 2000, with the participation of 31 Ministers from 61 ESCAP member and associate members Regional Action Programme 2001-2005 Kitakyushu Initiative Ministerial Declaration Regional Message to Rio + 10 Mechanism for the priority implementation of RAP 2001-2005, with specific focus on environmental quality and human health in urban areas. National/subregional/ regional actions in priority areas, including environmental quality and human health, among others Documentation adopted

What is a Kitakyushu Initiative? • Priority implementation mechanism for the UNESCAP Regional Action Programme 2001-2005, with specific focus on environmental quality and human health in urban areas. • WSSD type I activity adopted in August 2002 • Achieve measurable progress through local initiatives targeting control of air and water pollution, and minimization of all kinds of wastes, through selected technical, institutional, regulatory and participatory measures.

Local Environmental Governance How to build the capacity of environmental management at local level. • Institutional base – laws, regulations, implementation tools and mechanisms • Human resource base • Technological base • Financial base • Information base • Partnerships • International environmental cooperation

Functions of Kitakyushu Initiative Network • Assistance in preparing and implementing integrated and sustainable urban development plans and strategies; • Periodical monitoring of implementation status; • Promotion of information exchange and sharing of experiences among participating local governments;

Functions of Kitakyushu Initiative Network (Cont’d) • Provision of platform for the transfer of technology and know-how packages, good practices and a successful municipal model for sustainable development; • Promotion of local initiative of member cities and providing support to them for linkage with ongoing regional and international initiatives; • Promotion of capacity building activities for environmental administration staff in participating local governments; • Promotion of environmental education programmes

Achievements of Kitakyushu Initiative • Portfolio of successful practices; • Pilot activities/demonstration projects; • Quantitative indicators:development and application; • Thematic seminars and training courses/national seminars; and • Enhancement of information exchange, stakeholders interaction– network meetings, website.
