NDIA PM Systems Documents: Benefit/Value ANSI/EIA-748 The earned value management system guidelines incorporate best business practices to provide strong benefits for program or enterprise planning and control. The processes include integration of program scope, schedule, and cost objectives, establishment of a baseline plan for accomplishment of program objectives, and use of earned value techniques for performance measurement during the execution of a program. The system provides a sound basis for problem identification, corrective actions, and management replanning as may be required.  The guidelines in this document are purposely high level and goal oriented as they are intended to state the qualities and operational considerations of an integrated management system using earned value analysis methods without mandating detail system characteristics. Different companies must have the flexibility to establish and apply a management system that suits their management style and business environment. The system must, first and foremost, meet company needs and good business practices. ANSIEIA-748 Intent Guide The NDIA ANSI EIA 748 Intent Guide was created by the National Defense Industrial Association – Program Management System Committee to promote a clearer understanding of the ANSI/EIA-748A. For each of the 32 earned value management guidelines this Guide provides: the value to management, an intent statement, typical attributes, and examples of objective evidence. Appendix A contains the 32 templates that are referenced in section 3.

NDIA PM Systems Documents: Benefit/Value Surveillance Guide Contractors and the government are encouraged to use this guide for the implementation of EVMS surveillance in accordance with the American National Standards Institute/Electronic Industry Alliance (ANSI/EIA) standard 748, latest revision. This guide was developed by the National Defense Industrial Association's Program Management Systems Committee and the Department of Defense participated in its development. Earned Value Management System Standard Equivalency Agreement The NDIA Program Management Systems Committee has signed an equivalence agreement with its counterpart inGreat Britain, the Association for Project Management.  In this agreement, the two organizations recognize the equivalence of their respective EVMS documents in contracts, partnering agreements, and other applicable business transactions.  The agreement, which took effect onJuly 1, 2004, remains in effect until either group provides written notification to the other of an intention to withdraw.

NDIA PM Systems Documents: Benefit/Value Program Managers’ Guide to the Integrated Baseline Review Process The Program Manager’s Guide to the Integrated Baseline Review Process is the principal IBR policy reference for both Industry and DoD. In a letter dated Jun 04, 2003, the Under Secretary of Defense, Director, Acquisition Resources and Analysis wrote: “This Guide is the principal IBR reference and should be used to implement an integrated baseline discipline on an acquisition program. PMs are strongly encouraged to use this Guide during IBR training, when preparing for an IBR, and then again during the actual execution and conduct of the IBR.” This is the top level policy guidance for IBRs and as such is an essential EVM reference. The Program Managers’ Guide to the Integrated Baseline Review (IBR) Process was developed to improve the consistency of the overall IBR Process. This guide identifies the purpose of the IBR Process and conveys the need to make it a continuous process. This guide also integrates the IBR with risk management, within the framework of the IBR Process. The Program Manager’s Guide to the Integrated Baseline Review Process is the principal IBR policy reference for both Industry and DoD.
