  2. Qualification Overview There are 3 stages to qualification: Central AQP Team Qualification Centres of Excellence Local commissioners supporting generic / routine elements (E.g. CQC licence, regulatory & qualifications) and overseeing process lead the service specific elements of qualification for each service (e.g. clinical review, clinical specific assurance etc) completes process (e.g. price and local referral protocols)

Qualification Framework List of 8 services selected for AQP implementation from April 2012 e.g. Adult Hearing Podiatry MSK Etc Qualification Centres of Excellence identified to undertake majority of qualification process for these services for all commissioners in England Central AQP Team supporting generic / routine elements (E.g. CQC licence, regulatory & qualifications) and overseeing process Qualification team lead the service specific elements of qualification for each service (e.g. clinical review, clinical specific assurance etc) Local / Joint commissioners completes process (e.g. price and local referral protocols) North Adult Hearing continence Mid / East Podiatry MSK Wheelchairs Central team Routine elements of all services plus support / oversight South Diagnostics Psc. Therapy London Wound Hea’g

  4. Qualification Centres of Excellence The following regions will host Qualification Centres of Excellence:

  5. Contracts and Qualification • Commissioners should state the duration of qualification for providers in the offer documentation. We expect this duration to be 3 – 4 years. • When this qualification period expires, providers will no longer be qualified to deliver this service. Commissioners can then decide the most appropriate way to commission this service in the future. • Contract duration will be in line with the NHS standard contract duration. As this year is a transition year, providers will need to re-sign the contract next year. • They will not need to re-qualify, but their contract status will be subject to their signing the NHS Standard Contract.

Qualification Process for Providers • The approach to introducing AQP would put patient safety and service quality first.All providers would have to meet NHS quality requirements. • The Department of Health has developed a national qualification process that is rigorous, transparent, consistent and proportionate to clinical risk. • Compared to competitive tendering, AQP reduces the bureaucracy of pre-qualification questionnaires. • The process is simpler for all providers and as such should be more accessible for smaller providers. • Once a provider has successfully completed the questionnaire and has been qualified to provide a service for the first time, their details will be recorded in a national directory of qualified providers. • The directory allows the nationwide sharing of qualification information, and lets commissioners and the public see where AQP contracts exist. AQP Implementation Packs Specification 1 Specification 2 Specification 3 Covers the fulfilment of the prescription through the provision of equipment solutions and aftercare services including maintenance, repair and access to breakdown services to deliver improved mobility outcomes for individuals with non-complex needs Covers the entire pathway for providing integrated assessment and provision of equipment solutions and aftercare services to deliver posture and wheeled mobility outcomes for individuals with more complex needs. Covers the provision of services from referral to the completion of a holistic assessment. This results in the agreement of the prescription for individuals with non-complex needs. The rationale to split assessment from provision is to stimulate providers to offer innovative service solutions therefore improving quality and efficiency

Any Qualified Provider (AQP) • Before running an AQP opportunity, commissioners must have. . . • Engaged the market • Determined the appropriate • Service specification • Pathway • Referral protocols • Outcomes • Developed a currency (unit of healthcare for which a provider is funded) • Set a price, where the service is not covered by national tariffs To assist Commissioners, the DH has worked with a wide variety of stakeholders to develop an implementation pack NHS Midlands and East is a cluster of SHAs comprising NHS East Midlands | NHS East of England | NHS West Midlands
