  3. Levels of Training • Level I Training • Level II Training • College Tuition Reimbursement

  4. Level I Training Required training and training that is directly related to your job in your current position. A few examples: • Rescue Systems • Technical Rescue • Auto Extrication • Training required by the Fire Department • Hazardous Materials

  5. Level I Training (cont.) • Overtime pay provided for off duty hours • Training time off provided • Tuition and materials provided • Transportation costs provided or reimbursed • Other travel expenses provided (Hotel or Flight) when approved in advance

  6. Level Training II Training that is not required and does not relate specifically to your current role in the fire department. Some classes may be level II for one person and level I for another, depending on their rank or assignment. A few examples of Level II training: • Most ODA Classes • Many leadership conferences (if you are not a supervisor) • Online classes

  7. Level II Training (cont.) • No overtime pay provided for attending the class • Training time off is provided • Tuition is provided • Required class materials are provided or reimbursed • Travel expenses are provided or reimbursed

Additional Information on Training Levels • The East Metro Training Group will strive to provide quality in-house training to replace some of the external classes we attended in the past • Not all training requests are approved. Even if you feel it is required training. There may be another plan in place to meet those requirements

  9. College Tuition Re-imbursement • Outside of the Training Request Process • Submit a college plan annually to the DC of Operations • You Register on your own, pay for the class. • You must complete the class with a GPA of 2.0 or greater to qualify for re-imbursement • Complete the appropriate form (from the Training Division), attach Receipt and proof of GPA, and submit to the Training Division

  10. Training Request Form Anytime you plan on participating in training, whether as a student or instructor, and that training will impact the training division budget in any way, an official training request must be submitted. This includes online classes.

Training Form • This form can be found on the regional training website under documents and forms. • Choose the Level you are requesting • Mileage cost is figured by the total miles from: (1) your work place to the location of the training, or (2) your home to the location of training, WHICH EVER IS LESS • Overtime hours, when approved, are paid for hours spent in class. Overtime will not be paid for travel time • “Backfill” is the total number of hours you will be absent from work, including travel time, where you will be replaced using overtime. • Fill out the form completely on-line. Then print it, sign it, attach class information and any other required forms and send to Kirkland’s training office at Station 26

  12. Pre-approval Form • When out of state travel is required for the training event, the training must be pre-approved by the Fire Chief and the City Manager • When overnight stay in a hotel is required for a training event, even if the event is in Washington State, the training must be pre-approved by the Fire Chief • In both of the previous situations, a Travel/Training Pre-Approval Form must be completed, signed and sent to the Training Division

  13. Registration • The training division will register you for the class once the request is received and approved • It is your responsibility to enter your training time off into Telestaff. It is important that you coordinate with your Battalion Chief. He/she may need to provide additional staffing in your absence • Consider adequate travel time, each direction, when entering the training time into Telestaff.

  14. Expense Re-imbursement FormFill out the expense re-imbursement form, sign, and send to the Training Division at Station 26 within two weeks after the end of the class.If you have any questions (forms, requirements, mileage, per diem etc.) contact admin staff .

  15. Question and Answer Q- How far in advance will I need to submit my training request? A- This may vary from class to class. The sooner you apply, the greater the chance the class will be approved. At least 2-3 weeks prior to the registration deadline. Q- Where can I find all of the required forms? A- The regional training website will have the forms you need. Not all forms will be fillable on-line. Some will need to be printed then filled out by hand. Q- Will I get paid overtime for doing homework or prep work before, during or after the class? A- No. Only time spent in class qualifies for overtime pay. Q- If I take an online class, do I still need to fill out a training request? A- Yes, if there is any cost associated with the class, a training request must be submitted Q- If I am the class instructor, will I need to fill out a training request form? A- Yes, if there are any expenses involved with the assignment (OT, Training Time, or supplies and materials) Q- If my class starts at 0800hr on my first work day, should I come in to work first? A- No, if your class starts at 0800hr or earlier on a morning you are scheduled to come in to work, report straight to the class at 0800hr.
