  3. DEPSCoR History • NSF EPSCoR Based (1980) • DoD Began with legislation in FY 1991 • Congress consistently adds to Pres. Budget Request • Funding can vary widely year to year • DoD is one of (7) Federal EPSCoR/EPSCoR-Like Funding Agencies. • FY06 EPSCoR Enacted Budgets: • NIH ($215.0 M) • NSF ($100.0 M) • USDA ($ 16.5 M) • NASA ($ 10.0 M) • DoD ($ 11.4 M) • DoE ($ 7.63M) • EPA ($ 2.5 M)

DEPSCoR Authorization Legislation • Authorization from PL103-337, as amended • Secretary of Defense shall conduct … DEPSCoR • Objectives • Enhance the capabilities of institutions of higher education [universities] in eligible States to develop, plan, and execute science and engineering research that is competitive under the peer-review systems used for awarding Federal research assistance; and • Increase the probability of long-term growth in the competitively awarded financial assistance that universities in eligible States receive from the Federal Government for science and engineering research. • Activities • Research grants • Financial Assistance for Graduate Students • Other Activities as Appropriate (New in FY04 NDAA) • Eligibility • Eligible States designated by USD(AT&L) • States with NSF established State Committees • Formula - Sa < (Na/50)*.6 • Demonstrated commitment to developing research base and improving science and engineering research and education programs at IHE (50% Cost Match)

Objectives of DEPSCoR Improve Capability Through Research Grants & Graduate Student SupportAll Geared Toward Infrastructure Building • As Defined in Legislation- • Objectives are to: • Enhance the capabilities of institutions of higher education [universities] in eligible States to develop, plan, and execute science and engineering research that is competitive under the peer-review systems used for awarding Federal research assistance; and • Increase the probability of long-term growth in the competitively awarded financial assistance that universities in eligible States receive from the Federal Government for science and engineering research. DEPSCoR Eligibility Criteria • Must be a State* • Must have an NSF State EPSCoR Committee • Must meet qualifying formula: • Calculation is run annually - Source for data is the most recent NSF Publication, • Federal Science and Engineering Support to Universities, Colleges and Nonprofit Institutions • Must demonstrate commitment to developing R&D and improving S&E research and education at IHEs Sa < (Na/50)*.6 Where: A States average DoD R&D obligations for last three data years= Sa The National average DoD R&D obligations to IHE for last three data years= Na * Authorization language defines “State” as: State of the United States, District of Columbia, Puerto Rico, Guam, and the Virgin Islands, American Samoa, and the Commonwealth of the Northern Mariana Islands. 7-08-02

Elements of DoD Basic Research Programs • MURI: Multidisciplinary University Research Initiative program • Designed to address large multidisciplinary topic areas representing exceptional opportunities for future DoD applications and technology options • 30 awards/yr Avg award is $1M/yr (3 year effort +2) • Funding - $15-25M/yr • HBCU/MI Infrastructure • By the services and OSD intended to assist developing infrastructure • Funding - ~15-24M/yr, Awards range from $50-500K/yr for 1-4 year efforts

Elements of DoD Basic Research Programs • SBIR: Small Business Innovation Research • http://www.acq.osd.mil/sadbu/sbir/ • Funds early stage R&D projects at small technology companies • Projects which serve the DoD need and have the potential for commercialization in private sector and/or military markets • STTR: Science Technology Transfer • http://www.acq.osd.mil/sadbu/sbir/ • Similar to SBIR but funds cooperative R&D projects involving a small business and a research institution to create the effective vehicle for moving research ideas to the market where they can benefit both the private sector and the military.

Elements of DoD Basic Research Programs • Summer Faculty: High School and University Faculty programs http://www.aro.army.mil/research/index.htm • Opportunities for college and university faculty members to perform research at Defense facilities during the summer. Faculty members are competitively selected for placement at laboratories and centers that share their research interests to collaborate on existing technical projects or start new, short term projects. • Young Investigators Program • http://www.onr.navy.mil/sci_tech/industrial/363/yip.asp • The objectives of the Young Investigator Program (YIP) are to attract outstanding new faculty members at institutions of higher education, to support their research, and to encourage their teaching and research careers. Awards of up to $100,000 per year for three years to academic researchers who have received Ph.D. or equivalent degrees on or after 1 November 1998.
