ISSUES AND CHALLENGES • Discrepancy of the program to market economy and requirements of the democratic public • Education is more directed to granting of the academic knowledge, rather than development of skills • Limited use of modern methods of teaching and estimation including ICT • Unproductiveness of the system.

  17. TECHNICAL SUPPORT FOR EDUCATIONAL PLANNING AND MANAGEMENT • Capacity building in strategic planning, policy stimulation, resource projections and efficient management • Monitoring and evaluation systems, particularly in data collection, processing, analysis

EDUCATION PROGRAMMES MONITORING AND EVALUATION • Since 2006 the Ministry of Education and Science of RA involved in results-based budgeting system • Monitoring and evaluation of education programs based on financial and non-financial indicators • Validity and effectiveness of indicators is one of important factors for program budgeting • Results-based management, planning, monitoring and evaluation are main factors for success in implementation of education reforms • Results-based management directed to improve the effectiveness and outcomes of the education system.
