Contract Award & Requirements • Two (2) contracts (Master Agreements) were awarded: Evenflo and Vehicle Maintenance Program (VMP) • Each awarded contractor shall supply and deliver ONLY Child Safety Seats in compliance with FMVSS-213 (Federal Motor Vehicle Safety Standards ….) • At-A-Glance available on both the WSCA-NASPO Website and the New Jersey Website lists additional contract requirements Child Safety Seats State Roll-Out

Pricing • Pricing was submitted as follows: • List price – not to include freight; • Percent Discount off list price; • FOB Destination freight prepaid – per region (note: VMP pricing is the same across the board); • Alaska & Hawaii will use the Pacific Region rate and negotiate freight charges from the nearest west coast shipping port; and • Percentage discount off list price for all replacement parts (VMP – no charge for replacement parts). Who Can use a Cooperative? • There are 51 members of the NASPO Cooperative, they love each other dearly but there are 51 sets of rules • That is both the good news and the bad news • Eligibility is not, narrowly speaking, a contractor problem • But, it will be a real burden if it goes wrong • WSCA-NASPO Cooperative Development Team will work with you to make it a success • Don’t let your sales force get in the fray • The issue is based on “legal relationship” not “government price” • It can be a nasty mess – especially after an audit finding has been issued • The central issue for any purchase: the availability of a price is NOT the authority to spend money Child Safety Seats State Roll-Out

Participating Addendum Process • Process breaks down into two separate “paths” • States executing a Participating Addendum • Other entities executing a Participating Addendum • Remember, the purpose of the PA process is to allow participating entities to customize the relationship between themselves and YOU, within the Master Agreement • You are not “required” execute with a potential participating entity (but, they are the ones that will spend the money) • Yes, you need to find and hold on to an attorney that understands what is going on Child Safety Seats State Roll-Out
