Pre-Launch Milestones in Jeopardy? 31 May 2000? • Framework Contract, non-disclosure agreement & Property Licence available. • Release MDF Location information and Post-Code mapping data. • First Survey orders submitted for for co-location (PCR1) • Transfer co-location ordering to automated system. • Release first 30 co-location POPs. 30 June 2000 1 Sept 2000 April-May 2001 May-June 2001

  4. First Year Roll out Plan • PoPs14 trial sites+ 30 by 30/6/01= 44 total • Loops 2100 Trial exit 1/7/01 Throughput 1/7/02 42 per month (physical + distant) 548 Ramping up as PoPs come on stream. Start in 7/01 at 13500 reaching 50,000 per month in Dec 01 490,000- 530,000 PoP = Point of Presence either physical or distant

Constraints (1) 400 changes per month per MDF 42 PoPs per month • MDF jumpering (requires geographic spread) • Field force (CS)* • Planners, construction resources, backhaul provision, networkBuild, BT Security, suppliers for PoPs • Management of bow wave 50,000 loops per month 42 PoPs per month * Recruitment for a 3 month peak is not efficient

Conclusion • New Oftel forecast makes co-location volume assumptions look sick. • Geographical detail required for further analysis. • Need commercial surround to Forecasting • Special ‘forecasting’ process to start as soon as: • Framework Contract + Plan & Build agreed; (by 30/06/00) • BT supplies MDF mapping data ( by 30/06/00) • Reward for early forecast must be “priority on delivery”.
