  1. The Joint Warfighting Center Modeling and Simulation Issues COL Michael Armstrong Chief, Joint Training Technologies Group Joint Warfighting Center US Joint Forces Command

  2. Accomplishing Transformation First Training Transformation Second Training Transformation Organizational Design Capabilities JOINT INNOVATION & EXPERIMENTATION CAPABILITY DEVELOPER TRAINING JOINT FORCE PROVIDER ENABLING CAPABILITIES Processes JOINT CAPABLE FORCES Authorities Concepts Culture Enabled by Modeling & Simulation

  4. What are the M&S problems? • Keep up with accelerating requirements • Test, train, experiment and rehearse in a continuously • available environment • Reduce time and cost to set up exercises /simulations • Encompass all real-world environments • Provide interoperability across the Unified Action partners, • Interagency & multinational • Standards are key to interoperability • Develop a focused National investment strategy The Training World is Transforming but M&S is Evolving

  5. Money and resources required to set-up each exercise (40+ exercise/yr) Man-Hours, Government and Contractors Funding for M&S support to Joint Training is constant Requirements for M&S support continue to increase in complexity and quantity A Sum – Zero game Where do we make up the difference? Develop standards to reduce cost and man-hours to prepare for each event Build the system once instead of repetitively for each event Allows plug and play interoperability among M&S systems What are the issues?

  6. Man Hours Man Hours I/C Tng Costs Down Time TDY Costs Man Hours What Are the Solutions?Production Focus Areas • Rapid Database Development Execution IPC MPC FPC CDC ET1 ET2 ET3 • Collaboration Tools Execution IPC MPC FPC CDC ET1 ET2 ET3 • AAR System IPC MPC FPC Execution CDC ET1 ET2 ET3 • Common Entry Client IPC MPC FPC CDC ET1 ET2 ET3 Execution • Network transparency Execution IPC MPC FPC CDC ET1 ET2 ET3 • Effects Based Approach to Operations Execution MPC FPC IPC CDC ET1 ET2 ET3 = Definite savings = Potential savings

  7. Solution - JRSG • Joint Rapid Scenario Generation (JRSG) • Data Standards • Establish data repository • Enables all M&S programs to talk to each other • Reduces/eliminates the need/costs of Event Testing • Drag and Drop units/forces from • Re-useable Data

  8. Collaboration Tools IWS Next or future system Critical component of distributed exercises Reduces Forward Footprint Saves Travel Dollars Reduces Instructor/Controllers Travel Tempo Must be effective enough to negate need for face to face meetings! Solution - Collaboration

  9. After Action Review Distributed/collaborative tool for Deployable Training Team (O/Ts, SMs, Analysts) Reduces personnel requirements forward (analyst can stay at home) Saves travel dollars Scalable and easily accessible Solution - AAR

  10. Common Entry Client Intuitive, easy to use Standardized console/computer interface Reduces cost and man-hours for training Only need to train once, then the user is good for life Solution – Common Entry Client

  11. Network Operations & Security Center Tools Information Assurance Multi-National Information System/Multi-level Security Network Maintenance 24/7 operations System availability Solution - NOSC

  12. Effects Based Approach to Operations Intuitive, easy to use Standardized interface Reduced cost and dollars for system training Solution – EBAO

  13. Issue: Past event success paved by pre-event testing rigor This approach cannot support increased event schedule Solution: Operationalizing M&S Standards: Ease testing burden Shorter setup/prep time Minimize systems training Simplify exercise execution Reduce JELC So what does all this mean? Make Better Use of Available Tools and personnel

  14. Any thoughts from the audience? Other Options or Ideas?
