  2. PURPOSE To provide an information briefing regarding the 29 SEP event and the agency plans to address an emergency situation for the disposal in place of Clean Burning Igniter (CBI). Page 3

SITUATIONAL UPDATE • 29 SEP 2016: 120,960lbs of Clean Burning Igniter (CBI) auto ignited in a storage magazine located on the eastern boundary of Camp Minden • The area was secured and accountability of personnel accomplished (No personnel injuries but the magazine was destroyed). • Agencies responding to the event included ESI, LMD, LSP, EPA, LDEQ, WPSO, BPSO, WPOEP, ATF, FBI and BP Fire District #1. • Aerial reconnaissance followed by a ground reconnaissance noted several small brush fires and one box of unburned CBI near the destroyed magazine. • 30 SEP2016: 705th EOD team arrived to survey the incident area and dispose of any unburned CBI. SITUATIONAL UPDATE • Magazines with CBI in storage include: • Magazine #2432 with 114,336 lbs of CBI • Magazine #2471 with 85,594 lbs of CBI plus 40,349 lbs of M6 Propellant • Magazine #505 with 820 lbs of CBI • 4-5 OCT 2016: Army Technical Assistance Team arrives to assess the situation and make a recommendation on how to address the remaining CBI. • ESI continues destruction of M6 Propellant. ARMY TECHNICAL ASSISTANCE TEAM RECOMMENDATION • CBI disposal is an emergency and must be addressed immediately • Recommend “In Place Disposal” conducted by EOD • 17-20 OCT: 820 lbs of CBI outside Magazine #505 • 22 OCT: 114,336 lbsof CBI in Magazine #2432 • 29 OCT: 85,594 lbsof CBI plus 40,349 lbs of M6 propellant in Magazine #2471 • Conducted in the early morning hours • Special precautions will be made to manage fires • Air monitoring will be conducted • Communication with the Public Page 10

ENVIRONMENTAL CONSIDERATIONS EPA and LDEQ worked collaboratively in the development of this environmental sampling and monitoring plan. • Our goal is to: • Safely collect environmental data associated with this emergency destruction of CBI, • Analyze the data to evaluate potential risks, and • Provide this information to the public to keep them informed. ENVIRONMENTAL CONSIDERATIONS Environmental Sampling • Air Samples will be collected and analyzed for: • Total Particulates, • Total Metals, • Particulate Matter (PM) 2.5, • Dioxin / Furans (D/F), and • Semi-volatile Organic Compounds (SVOCs) to include the primary three chemicals of interest (Diphenylamine, Dinitrotoluene, and Dibutylphthalate) • Results will be available within 30 days from sampling and posted at http://www.epa.gov/la/camp-minden. ENVIRONMENTAL CONSIDERATIONS Environmental Sampling Associated with CBI DestructionOctober 2016 Trace Atmospheric Gas Analyzers (TAGA) In addition to the stationary air samplers being deployed, EPA will also mobilize the Trace Atmospheric Gas Analyzer (TAGA) bus. TAGA will conduct real time monitoring of air for the chemicals of interest. Page 14

PUBLIC SAFETY - EMERGENCY SERVICES UNIT (LSP) • ESU’s goal is to ensure that the citizens of Louisiana are not exposed to any undue risk of hazardous materials or explosives through education, strict enforcement of the laws and regulations governing the manufacturing, handling, using, storing or transportation of hazardous materials and explosives and investigating infractions of the hazardous material and explosive laws. • LSP/ESU will: • Work with our state and federal partners to ensure the safe mitigation and remediation of all explosive materials • Assist our EOD partners to help facilitate the disposal • Ensure the Safety and Security of all emergency responders on-site • Provide an enforcement presence on roadways that may be minimally affected by the disposal of explosives Page 15

  14. WAY AHEAD • Finalize our Unified Plan for “In Place Disposal” of CBI • Communicate with the public before and after each scheduled disposal • Press conference to address completion of CBI disposal. Page 16
