  1. V9-1-1 Building a Foundation Matt Wilson 1/1/2006

  2. VoIP E9-1-1: Why the Challenge for 9-1-1? • Where is the caller? • Inherent Functionality of VoIP • Which PSAP should receive the call? • Approximately 6,000 plus PSAPs across the country • How to get the call to the PSAP? • Approximately 500 Selective Routers (Dedicated 9-1-1 network) • What information to deliver with the call? • Public Safety Needs

  3. Technical and Business Needs for Comprehensive Coverage • Selective router access agreements to deliver the call natively through the 9-1-1 infrastructure • SR Access is only one piece of the puzzle • 9-1-1 service provider provisioning agreements for call routing instructions • Shell record provisioning and management • Network connectivity to deliver VoIP customer records to the PSAP • 9-1-1 call delivery on behalf of VSPs to delivery voice and data to the PSAP

  4. Technical and Business Needs for Comprehensive Coverage and E9-1-1 3 Key Components to E9-1-1 for VoIP Coverage • Selective Router Access • SR Access is only one piece of the puzzle • Agreements required to deliver call natively • ALI Provisioning • Agreements with 9-1-1 service provider for call routing instructions • Shell record provisioning and management • ALI Steering and Network connectivity • Agreements to deliver VoIP customer records to the PSAP • 9-1-1 call delivery on behalf of VSPs over Intrado 9-1-1 Network

  5. V9-1-1 MSAG Valid Address Delivery to the Dispatcher • The importance of MSAG delivery with VoIP 9-1-1 • MSAG address is used by the PSAP to trigger downstream processes and that can include dispatch decisions based on understanding of location of MSAG address vs. civil address • CPE and equipment at the PSAP are configured for receipt of MSAG valid addresses and Civil delivery could cause truncation leading to dispatch problems • Delivering an MSAG valid address requires close cooperation with regional/local jurisdictions • Requests for changes/adds to individual county coordinators • Close communication between Intrado Data Analysts and the jurisdiction enable up to date MSAG • Ongoing maintenance required due to changes from new build-outs on streets and relevant changes to addressing • Intrado averages over 500,000 updates to the 9-1-1 database on a daily basis • Many of the changes require MSAG updates on behalf of the jurisdiction involved • The delivering calls to the PSAP without the MSAG valid address to the PSAP falls short of what is required for public safety class E9-1-1 for VoIP

  6. Solution Requirements • Consistent with existing FCC Order • Comprehensive 1) Native 9-1-1 Network Call Delivery 2) Full MSAG Address Management 3) Call Routing Determination • MSAG-valid address and call back number providedto PSAP (Enhanced 9-1-1 for VoIP) • Fits with public safety process and procedures • Nationwide deployment plan

  7. Comprehensive V9-1-1 ServiceScaleable and Flexible • VPC functionality – Integrate with Customers Existing Network Connectivity • Provisioning of subscriber records • Call routing capabilities • Dynamic ALI and ALI steering • pANI (ESQK) administration and assignment • 24x7 support infrastructure • Call Delivery Capability • Provide regionally distributed access points for aggregating VoIP 9-1-1 traffic into the Intrado V9-1-1 Mobility Services network for easy handoff of VoIP 9-1-1 calls on behalf of our VSPs • Flexible Inbound interface options (PRI and SIP Handoff) • Enables delivery of calls to selective routers on behalf of VSPs
