Mission ERRIN is a Brussels-based platform of regions strengthening regional research and innovation capacities by exchanging information, sharing best practice, supporting project development, policy shaping and profile raising. ERRIN helps regions get their voice heard in Brussels and supports the implementation of the Europe2020 Strategy and the Innovation Union flagship initiative.

ERRIN from a member perspective The network provides good contacts with other European regions which have similar interests, expertise and challenges… ERRIN is a concrete and well-focused network – practical and results oriented… One gets access to relevant information and ‘early warnings’ on topics and issues of interest to members… The network is well-known and respected in the Brussels environment… AGM survey 18th November 2010

Innovation Union: the regional dimension • Regions need innovation and innovation needs regions • The Innovation Union must involve ‘all actors and all regions in the innovation cycle…focusing on…smart specialisation with Europe, Member States and regions acting in partnership’ (page 8) • Regions key players as they are the places where innovation happens • Triple helix partners • Core competences – including institutional competences • Shift of innovation from private/agent to public/network e.g congestion charging, e-health, green cars, etc. • Collaborate, connect and collaborate (benchmarking/peer review…) • Critical mass vs proximity • Regions – vertical and horizontal alignment

Smart specialisation Smart specialisation policies needed for each region Need to compare regional strengths with other regions and look for gain via inter-regional and trans-national cooperation Smart specialisation requires business, research centres and universities working together to identify promising areas and also bottlenecks to innovation Smart specialisation must include policy learning, peer reviews with regional stakeholders

Conclusions • Innovation is place based (Barca Report) and involves not just a technology or service improvement but increasingly a set of factors mixing public and private networks – collaboration, coordination and connectivity • Smart specialisation will involve regions being spatially aware and outward looking – exchanging best practice, benchmarking… • ERRIN has the critical mass, experience and expertise to • Contribute actively to the policy debate for Research and Innovation, Structural Funds, EU Budget • Support the implement of the Europe 2020 Strategy / Innovation Union www.errin.eu
