Procedure & Requirements Validation • Confirm that the DCL procedures and systems are operationally effective • Confirm that trials documentation is complete for trials conduct, or updated where needed • End-to-end document • Flight Deck Users Guide • Systems Integration Document • Identify items for progression into international standards • End-to-end document cleaned to go forward to GOLD • RCP information collected for SC214 • Operational End-to-end documentation (TDLS) • Verify acceptability (or not) of POA for DCL operations

Definition Of Success • The DCL Trials initiation are a success if: • We have a minimum functionality of CAF, UM79 & Revisions NOT including Route • We enable service to all fully eligible operations within 2 weeks • We initiate full DCL messaging functionality within 45 days of start • Controllers are able to incorporate the procedures into daily ops? • Aircrews are able to incorporate the procedures into daily ops? • Dispatchers are able to incorporate the procedures into daily ops? • The first 3 are measured by “Is it there?” or “Did we do it?” • The last 3 are measured thru the survey / interview responses and finalized Health Monitoring statistics

Efficiency Validation • Health Monitoring statistics • System use (number of log-ons, connections, requests, clearances, revisions) • See next slide • Delays • Gate delay • Taxi time change • Taxi time/Delay variability • Minutes of Comm Time Saved • Calculated value comparing known voice comm times with Data Comm • For initial clearances • For revisions • Increase in number of revisions?

Efficiency Measures • Efficiency Measures – Supported Benefits Case for DCL capability (73 TDLS Airports) • We have 4 years baseline data which shows a high correlation between revised clearances and taxi out delay at MEM. • Any improvement during periods of intensive reroute activity would be an indication of DCL benefit.  • Although every airport is different, we expect that DCL benefits will be a common occurrance at those airports which are impacted by reroute activity.  • A key component of this measure is opportunity.  • We expect the number of reroute events at MEM will be small when compared to other high density locations.

  7. Health monitoring statistics for DCL • Number of eligible flights (equipage) • Number of eligible flights that filed (“FRC DCL” in flight plan) • Proportion of eligible flights that logged-on • Proportion of eligible flights that requested a DCL • Proportion of eligible flights that received an initial DCL clearance, and what type of initial clearance was received • Proportion of eligible flights that received one or more revised DCLs, and what type of revisions they were • Proportion of flights that wilco’d, unabled, or standby’d clearances • Round trip times (clearance to wilco) • Number of logged-on flights that received a DCL via voice instead of datalink
