  1. Dr. Wolfgang Garche Saxony-Anhalt Environmental Protection Agency Department Air Quality Monitoring, Information, Assessment Role and Tasks of the National Reference Laboratory for Air QualityCo-operation with the Regional Calibration Laboratories

Article 3 of the Framework Directive 96/62/EC is the basis for the National Reference Laboratories (NRL) and obliges the Member States to nominate the competent bodies for the tasks mentioned: Article 3: Implementation and responsibilities For the implementation of this Directive, the Member States shall designate at the appropriate levels the competent authorities and bodies responsible for: - Implementation of this Directive, - Assessment of ambient air quality, - Approval of the measuring devices (methods, equipment, networks, laboratories), - Ensuring accuracy of measurement by measuring devices and checking the maintenance of such accuracy by those devices, in particular by internal quality controls carried out in accordance, inter alia, with the requirements of European quality assurance standards,- Analysis of assessment methods,- Co-ordination on their territory of Community-wide quality assurance programmes organised by the Commission.

  3. Role and tasks of the National Reference Laboratory NEPA Shall be the competent authority for quality assurance of air pollutant measurements in Romania. NRL • Implementation of a quality management system in the laboratory • Ensuring of traceability of the measurements at national level, by providing/certifying reference materials to networks • Organising of intercomparisons/ round robin tests at national level • Participation in European QA/QC programmes • Exchange of information through the organisation of training sessions, workshops, conferences.

Role and tasks of the National Reference Laboratory Possible further tasks: NRL also could be responsible for • the performance of special measurements which cannot be done by regional networks, like measurement of ozone precursors (2002/3/EC, annex VI) and the determination of Hg in ambient air (2004/107/EC, annex V). • organizing and/or performance of tests to demonstrate the equivalence of applied ambient air measurement methods with the reference methods (e.g. automatically PM10 measurement methods)

Demands on the National Reference Laboratory • Quality management system according to EN ISO 17025 “General requirements for the competence of testing and calibration laboratories” • Needed technical equipment for - measurements - calibrations - production of test gases - data acquisition and evaluation - etc. • Competent staff • Regular participation on round robin tests and intercomparisions organized by ERLAP

  6. The methods mentioned below should be a part of the accreditation: • Measurement of NO and NO2 in accordance with EN 14211 • Measurement SO2 in accordance with EN 14212 • Measurement of O3 in accordance with EN 14625 • Measurement of CO in accordance with EN 14626 • Measurement of Benzene in accordance with EN 14662 • Measurement of PM10 in accordance with EN 12342 • Measurement of PM2,5 in accordance with EN 14907 • Calibration methods for automatic analysers for gaseous air pollutions • Methods for the production of calibration gases with different concentrations • Methods for the certification of calibration gases and generators for calibration gases

The equipment mentioned below is needed: • Analysers for SO2, NO/NO2, O3, CO and Benzene • Automatic analysers for PM10 and PM2,5 • Samplers for PM10 and PM2,5 • Balance and a suitable balance room • PC controlled calibration gas system for quality assurance and intercomparison exercises • UV-photometer for Ozone • Zero air supply • Data acquisition and evaluation system • Certificated measurement devices for volume flows, pressure and temperature (traceable to national standards) • Permeation systems (recommended)

  8. Co-operation between NRL and Regional Calibration Laboratories • Certification of the laboratory reference standards of the RCL (normally once a year). • Support in - implementation of new measuring methods, - fulfilment of the requirements of the EN-standards, - set up of quality management systems in the RCL, - selection of appropriate instruments. • Organisation of round robin tests and comparison measurements for the RCL • Organisation of training sessions, workshops, conferences, etc.

Ensuring of Traceability- Certification of RCL-Standards NRL traceable standards (traceable to national/international standards) should be available Traceable NRL-Standard RCL-Standard repeated measurements calibration NO/NOx- analyzer “Certificate” concentration with specified uncertainty After certification the RCL-Standard is also traceable to a national/ international standard!

Therefore it is recommended that the NRL purchase standards which are traceable to other European Standards. transfer standards

Round robin tests • NRL should organize periodical round robin tests and comparison measurements for the RCL of the air monitoring networks in Romania. • Calibration laboratories should be obligated to participate on round robin tests/ intercomparisons. • Each compound should checked at least at intervals of 3 years (e.g. 1. year: SO2 and CO 2. year: NO/NO2 and O3 3. year: BTX) • The default value for the concentrations offered in round robin tests should set by the NRL (traceable to the reference standards). • For the estimation of the results of round robin tests the z_score method is recommended.

  13. Exchange of Information NRL should be a centre of competence for ambient air pollution measurements • Regular trainings for the staff of regional networks and RCL • Workshops for the exchange of experiences • Auditing of the quality management systems of the regional networks and RCL
